Summary Statement

The incumbent reviews and approves facility and non-facility based certified nurse aide (CNA) training program curricula to ensure compliance with state and federal laws and regulations.  The incumbent conducts state and federal surveys of approved facility/non-facility based long term care CNA training programs to identify deficient practices and enforce compliance with pertinent rules and regulations to ensure quality of care.  Work includes:  conducting complaint investigations of long term care certified nurse aide training providers, reviewing and assessing plans of correction for appropriateness of responses to non-compliance, contacting providers for additional clarification or new plan of correction as necessary.  The incumbent is responsible for the operation of the CNA training, testing, competency and registry programs for 10,270 Certified Nursing Assistants.

Essential Functions

  • Conducts survey of facilities and agencies for certification and/or licensure by the State and Medicare/Medicaid.
  • Consults with agencies and facilities to assist them in meeting requirements and improving overall health care delivery.
  • Conduct investigations of complaints against agencies/facilities to include allegations of violations against health care regulations and patient care.
  • Conducts in-service training programs at health care facilities or in the community in order to educate provides and other interested groups in state-of-the-art health care.
  • Prepares and maintains a variety of records, reports, and summaries and may be required to appear in courts of law or before boards and commissions.

Job Requirements

JOB REQUIREMENTS for Compliance Nurse
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Nursing and at least two years experience as a Registered Nurse OR a Masters degree or higher in Nursing and at least one year experience as a Registered Nurse.
  2. Possession of a Delaware Registered Nurse license OR multi-state compact license.

Conditions of Hire

As a condition of hire the applicant must agree as a requirement of employment to obtain the Centers of Medicare & Medicaid Services Quality Indicator Survey (QIS) survey certificate and the Surveyor Minimum Qualification Test (SMQT) certification within 11 months of hire.
