Summary Statement

This position provides leadership and direction for the Division of Services for Aging and Adults with Physical Disabilities. This division includes multiple community-based services, two 24/7 long-term care facilities, 5 direct reports, and 790 employees in four locations across the state. The Director will ensure adherence to all Department, State and Federal laws and regulations regarding Long Term Care Facilities, including monitoring and evaluating services provided.

Essential Functions

  • Provides critical leadership in developing, directing and communicating the Department of Health and Social Services’ efforts to build access to community-based long-term care services for a rapidly growing aging population, as well as a large and diverse population with disabilities and multiple support needs. 
  • Provides leadership within the Delaware community and Delaware State Government, promoting and facilitating systems change to shift Delaware’s reliance on facility-based services. This includes: strategic planning, developing progressive public policies, acquiring needed resources, realigning current resources based on best practices, coordinating with the Federal Administration on Aging, and promoting the needed changes via advocacy and presentations to community groups and stakeholders throughout Delaware.
  • Provides oversight for resource development and budget management via supervision of the Chief Financial Officer. Responsibilities include: preparing the Division’s annual operating budget of $60M and working with the Governor’s budget Office and legislature through the Budget approval process, managing the budget based on sound accounting practices, complying with audits, and ensuring services are provided within budget limitations and developing and managing grants.

  1. Experience working directly with individuals in a long-term care facility. 
  2. Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees. 
  3. Experience in developing policies and procedures.
  4. Experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal controls.
