Summary Statement

The incumbent in this position has primary statewide focus on managing the Vehicle Services title and registration; dealer services; and motor carrier programs. Duties include managing Vehicle Services projects related to statewide computer program upgrades, working with other DMV managers to ensure Vehicle Services staff consistency across all DMV lanes, and resolving customer inquiries

 

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in overseeing title and registration functions.

Essential Functions

  • Administers, plans, organizes, executes, controls and reviews all activities of an assigned Motor Vehicle Services operation to determine compliance and efficient workflow; revises procedures and work assignments.
     
  • Serves as the highest technical expert in the assigned area; provides interpretation of Motor Vehicle Services laws, rules, and regulations.
     
  • Reviews, evaluates and analyzes existing, proposed or newly enacted laws; provides advice on implementing new and or revised laws, rules, regulations, policies and procedures.
     
  • Develops and/or recommends the assigned program budget. May prepare grant applications. 
     
  • Develops and revises program manuals. May draft and revise other manuals, tests, legislation and procedures.
     
  • Communicates with legislators, law enforcement officials, state agencies, national organizations and the public to exchange information, interpret, and explain program, laws, rules, regulations, policies and procedures, resolve problems, and to develop uniform standards.
     
  • May supervise staff directly or indirectly through subordinate supervisors.

Job Requirements

JOB REQUIREMENTS for Motor Vehicle Services Manager 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Six months experience in program evaluation which includes evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  2. Three years experience in interpreting motor vehicle laws, rules, regulations, standards, policies and procedures.
  3. Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
  4. Six months experience in narrative report writing.
