Summary Statement

Works directly with and reports to the Delaware Insurance Commissioner, in coordination with the executive staff, on Captive Bureau operational needs which may include tasks such as business plan changes, analyzing new laws, rules, regulations and proposed NAIC model legislation. Provides local, national and international communications of captive industry designed to enhance and educate stakeholders on the importance and benefits of establishing a Delaware domiciled captive insurance program.  Directly responds to captive clients’ needs and works with the Delaware Captive Insurance Association on statutory requirements. Oversees the operations of a fast-growing Captive Bureau by directing and managing a professional staff while creating an environment favorable to the growth of the Captive Insurance in Delaware.

  • Ensures accurate and timely financial examination of captive insurance companies and risk retention groups chartered in Delaware.
  • Participates in the decision on the application process for allowing a captive or risk retention group a Delaware license.
  • Ensures accurate and timely financial analysis of captive insurance companies and risk retention groups chartered in Delaware.
  • Identifies and analyzes a captive insurance company's or risk retention group’s financial problems and recommends effective action to avoid insolvency.
  • Participates in establishing, communicating, and implementing Department goals and objectives.

Job Requirements

JOB REQUIREMENTS for Legal Management

  1. Possession of a Juris Doctorate.
  2. Three years of experience in financial analysis of insurance companies to determine resulting ratios, statistical comparisons, disclosure omissions, misstatements, and other irregularities applicable to insurance operations.
  3. Three years of experience in conducting examinations of insurance companies.
  4. Three years of experience in recognizing deficiencies in accounting procedures and management controls.
  5. Experience in interpreting insurance industry, rehabilitation, liquidation and bankruptcy laws, rules, regulations, standards, policies, and procedures.
  6. Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
