Summary Statement

This position provides fiscal management and control of the Department of Transportation's financial resources.  This position oversees the financial statement compellation for DelDOT as well as coordination of the audit process.  In addition, the position oversees departmental accounting functions and ensures compliance with State, Federal, and Departmental regulations/fiscal requirements.  This position will analyze operations such as workflow, record keeping, forms, and personnel, identifies problem areas, develops or revises, recommends and implements procedures for improved operations.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Possession of a Certified Public Accountant (CPA) License.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Manages the analysis, formulation, and integration of a Department's financial management programs. Develops and implements methods for program evaluation.
     
  • Oversees development of multi-year plans/programs.  Works with departmental, executive, and legislative officials to explain financial plans and issues. Determines problem areas and recommends solutions.
     
  • Proposes legislation that will support the Department's strategic plan.
     
  • Coordinates, facilitates, and reports back to management the activities and progress of various focus groups/task forces/steering committees.
     
  • Provides planning, budgetary, and management expertise to Department administration and operations managers.
     
  • Monitors day-to-day fiscal activities to ensure they meet state/federal objectives and/or guidelines.

Job Requirements

JOB REQUIREMENTS for Assistant Director Financial Management
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  3. Three years experience in interpreting and analyzing financial reports.
  4. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. 
  5. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
