Introduction

This is a reinstatement, transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.

Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.

Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.

Voluntary Demotion:

DESCRIPTION



Under direction, to plan, design and conduct operational, policy and programmatic studies; to recommend and assist with the implementation of program, policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.

Positions in this class normally independently perform sophisticated research and a variety of operational and policy analysis activities designed to maximize resource utilization and operational effectiveness in the organizational unit to which assigned. This class is distinguished from Senior Management Analyst which regularly provides work direction to a small professional staff. It is further distinguished from the Administrative Specialist and Administrative Services Officer classes in that the focus of the Management Analyst class is on operational and policy research, rather than the provision of ongoing administrative services.

The department of Agency Administration and Finance (AAF) has an opportunity for a Management Analyst to take on the new assignment of Housing Coordinator. This position will report to the Policy Director and is currently located at 2000 San Pablo Avenue, Oakland.     

The individual selected for this assignment will be responsible for the coordination of shelters and other service providers for the homeless population within Alameda County.  With guidance from the Policy Director, the Housing Coordinator will be the lead contact for SSA.  The person serving in this role will work closely with other City and County agencies, Community Based Organizations (CBO’s) and the community in eradicating homelessness in Alameda County.   Experience working with homeless individuals and/or experience working in crisis settings is highly desired.

The Role

•   Coordinate and oversee shelter contracts;

•   Monitor state and federal legislation as it relates to homelessness;

•   Monitor shelter performance metrics, ensuring emergency shelter standards are in place;

•   Actively lead and participate in meetings, creating surveys and compiling data;

•   Routinely prepare and present information and findings in person and in writing to the local community, city  and county agencies and CBO’s; Other duties as assigned by the Policy Director.

MINIMUM QUALIFICATIONS

EITHER:
Experience:

Three years of full time experience equivalent to or higher than any combination of the classes of Administrative Specialist II, Senior Financial Services Specialist, Financial Services Specialist II and/or Program Specialist.

Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
OR
Education:

Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work.

Education:

(Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)

AND
Experience:

Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies at a level equivalent to or higher than the County classes of Administrative Specialist II, Financial Services Specialist II or Program Specialist, preferably in a public agency setting.

Licenses:

Specified positions may require possession of a valid California driver's license.
