This is a reinstatement, transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.
Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.
Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
Voluntary Demotion:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
THE AGENCY
The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the American Correctional Association (ACA). Additionally, the agency's health care provider, Prison Health Services, has dual accreditation through the National Commission on Correctional Health Care (NCCHC) and the California Medical Association (CMA).
Together these form what is referred to as the "Triple Crown" of accreditation (ACA, NCCHC/CMA and CALEA) awarded by the National Sheriff's Association. Additionally, the Sheriff's Office Crime Lab is nationally accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB). The Sheriff's Office Explosive Ordinance Disposal Unit has also been awarded national accreditation through the Bomb Squad Commanders Advisory Board.
The Sheriff's Office has a current adjusted net budget of approximately $379 million and has over 1600 authorized positions, including an excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff Gregory J. Ahern, who is assisted in the operation of the agency by Undersheriff Richard T. Lucia, Assistant Sheriffs Brett Keteles and Casey Nice.
THE POSITION
Under general supervision, to perform complex accounting clerical work in connection with maintaining or reviewing financial records, and to do related work as required.
EXAMPLE OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily erform all duties listed.
1. Assumes responsibility through posting, adjusting, and balancing for the maintenance of appropriation and revenue ledgers; maintains accounting records for cost centers having multiple revenue sources, some revenue sources having separate account record-keeping requirements; breaks down ledger entries by funding source; encumbers funds by department and budget classification; posts expenditures and appropriation changes; liquidates encumbrances and balances to a control account.
2. Compiles and prepares statements and accounting reports; prepares cost statements and detailed statements of interdepartmental service charges; compiles for departmental review of incorporation into a summary report a variety of individual County programs; calculates and provides upon request information on expenditures and unencumbered funds in individual object accounts within cost centers.
3. Prepares preliminary departmental budget, basing requests on past expenditures and department management's projections of future service needs.
4. Reconciles accounting records to summary printout from data processing.
5. Maintain records of expenditures for maintenance, repair, or renovation of County buildings; maintains records of current status and expenditures on special projects; receives and records payments for building rentals; custodial overtime, liability insurance, parking rentals, telephone commissions, and other special services.
6. Processes claims for refund of duplicate tax payments; verifies proof of payments submitted and identifies proper claimant; prepares and issues warrants for approved refunds; computes interest due on refunds of overpayment warrants and determines distribution by tax units; balances duplicate trust account to general ledger.
7. Coordinates the preparation of material in support of adjustments to the Assessment roll; audits exhibits for errors, calculates changes in value, and prepares resolutions for presentation to the Board of Supervisors.
8. Audits medical bills against authorizations for care and medical reports; codes cases by underlying cause and affected body system; determines insurance coverage; checks bills against schedules of allowable costs; maintains detailed records and prepares summary reports of payments authorized; allocated charges to appropriate cost centers and subaccounts; identifies expenditures allowable to state-funded programs; prepares claims for reimbursement.
9. May be assigned lead supervision of a clerical unit.
