Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. DESCRIPTION

THE AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. Health Care Services Agency currently has multiple career opportunities for experienced professionals to become part of a service delivery team dedicated to the optimal health and well being of Alameda County residents.

THE POSITION

Positions in this classification are allocated to County operating departments, where incumbents interact with individuals in departmental information technology classes, representatives of the Information Technology Department, information technology vendors and service providers. The liaison function for which Information Systems Coordinators are responsible is performed to facilitate communication between system end-users, whose activities are directly involved in substantive departmental operations, and information technology specialists, whose activities involve the design, configuration and maintenance of various automated information systems used in the conduct of departmental operations.

Information Systems Coordinators have a general knowledge of departmental operations and a thorough knowledge of information system capabilities, thereby enabling incumbents in the class to interact with both groups, explain the needs and requirements of each to the other and participate in the development of systems that function effectively in the conduct of departmental operations

TYPICAL DUTIES

ROLE & RESPONSIBILITY

· Under oversight of ACPHD Information Systems Deputy Director, perform full range of programmatic, technical and administrative processes that support discovery, procurement, planning, contracting, staff training, and evaluation of the Client Database project.

· Assist IS Deputy Director, ACPHD organization's Directors, database committee members, and other participants with     project management of the Client Database efforts including budgeting, planning, organization, community, and vendors’ relations.

· Work closely with the practices, the implementation and optimization organization, the vendors and staff to ensure success of technology implementation.

· Manage multiple responsibilities that span the five project phases of a project life cycle: Initiating, Planning, Executing, Monitoring and Closing.  

SCOPE OF WORK

Planning
· Assist in the creation, management and documentation processes for the review and evaluation of proposals. Participate in these review processes with an emphasis on testing the technical and business claims made in each proposal. When necessary, utilize 3rd party expertise so as to aid in the assessment and evaluation of proposals.

  • Planning for and identifying potential risks, performing qualitative and quantitative risk analysis, and planning risk mitigation strategies 
  • Assist with the management of relevant Ad Hoc Workgroups

Execution
· Manage the Client Database planning and implementation projects. Maintain all appropriate project deliverables and     responsibilities, for example, project scheduling, risk management, change management, issue management and status reporting.

· Oversee all aspects of execution, including identifying and solving problems that would otherwise delay the provision of Claim Database and its services. Responsible for the assuring the projects are on-budget and on-time and delivered with the expected value to the practices and stakeholders.

Monitoring
· Monitor Client Database project implementations for accuracy and timeliness to ensure the focus on successfully achieving the project goals including compliance with grant/ fund reporting requirements.

· Identify issues, provide solutions, delegate tasks and monitor progress to stay on schedule and on budget. Ensure regular communication about projects with other departments, community hospitals and other vendor parties related to Health Information Exchange.

· Project Coordination:

  • Manage vendors and other program entities/ resources for development and approval on the project and coordinate these activities with the project schedule.
  • Control the project scope, schedule, cost baselines, and quality deliverables with proper communication channel to meet stakeholder expectations.

Closing
·Integration – Closing all phases of the project

· Procurement – Closing all project procurements

· Facilitate ACPHD program staff training

MINIMUM QUALIFICATIONS

EDUCATION:
The equivalent to graduation from an accredited four year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering or equivalent.

The equivalent of three years full-time experience in planning, developing and administering multiple, complex information technology systems and applications, which included at least two years’ experience planning, implementing or overseeing the utilization of automated information systems in support of operational activities. (Additional experience in this area may be substituted for the education requirement on a year for year basis.) AND,

EXPERIENCE:
The equivalent of two years of full-time, professional level experience in a position that would provide knowledge of the program or operational area associated with the specialty designation of the Information Systems Coordinator position to be filled.
