THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATIONThe eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Monday, March 19, 2018. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

 

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of Alameda County Human Resource Services Department by 5:00 p.m. on Monday, March 19, 2018.  Failure to submit the Supplemental Questionnaire will result in disqualification.


DESCRIPTION


THE AGENCY 

The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services.  The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules.  We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals.  The resulting list is anticipated to be used to fill future vacancies in the Personnel Service Division which provides merit based recruitment, examination, classification, and compensation services efficiently in order to engage with, attract and retain a qualified and diverse talent pool that meets the needs of County departments enabling them to continue to provide excellent public services.

 

THE POSITION

Under general direction, the Personnel Services Manager serves as one of two first-line supervisors in the Personnel Services Division of the Human Resources Services Department and is responsible for program management and direct supervision over the work of professional, technical and support staff. These positions plan, organize, and direct County-wide Human Resources programs within the Personnel Services Division of the Human Resource Services Department; coordinate program elements  with other County departments; assist in the planning and administration of major programs and studies; assist County departments in implementing and administering human resource management functions; assist with personally handling the more complex or sensitive assignments and projects with important technical and public relations aspectsand perform related work as required.  This class is distinguished by its first-line supervisrorial responsibility from the class of Human Resources Analyst III which functions as lead.  It is further distinguished from the Human Resources Divisional Manager class which has overall managerial responsibility for the day-to-day operations of the Personnel Services Division.

MINIMUM QUALIFICATIONS

Either I:

Experience:  The equivalent of two years of full-time experience as a Human Resources Analyst III in the Alameda County classified Service. 

Or II 

Experience: The equivalent of four years of recent full-time experience as a Human Resources Analyst II in the Alameda County classified service. 

Or III  

Experience: The equivalent of five years of recent full-time experience performing human resource or analytical work involving position classification, salary administration, and/or recruitment/selection, preparation, validation, and administration of examinations requiring the use of the knowledge and abilities listed in this specification. Two years of this experience must have included functioning in a supervisory capacity. (Possession of a Bachelor's Degree from an accredited college or university may be substituted for two years of the above experience.) 

NOTE: The Civil Service commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) A structured panel interview which will be weighted as 100% of the candidate’s final examination score.  The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
