Environmental Project Manager

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. 

Failure to submit the Application or Supplemental Questionnaire will result in disqualification. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE AGENCY AND DEPARTMENT

Alameda County General Services Agency (GSA) provides a host of centralized services including building maintenance, procurement and contract administration, capital project management, real property and portfolio management, sustainability services, energy management, environmental and hazardous materials management, transportation services, and other countywide support services. GSA consists of the following departments and programs:


Capital Programs: Environmental and energy programs, design, construction and project management. Capital Programs implements new and existing building projects for County agencies and is responsible for all capital improvements including Americans with Disabilities Act (ADA) upgrades, maintenance, and tenant improvements for County buildings.

Building Maintenance Department (BMD): Maintenance and janitorial services for County-owned and leased facilities, including offices, courts, detention facilities, veterans’ buildings, clinic buildings, parking structures, storage, and training facilities.
Logistics Services: Management and administration of the County's fleet of automotive equipment, refueling stations, messenger service, parking facilities, and property and salvage.
Medical Facilities Development: Medical capital project planning, development, design, and construction of hospital and related health care facilities.
Portfolio Management: Long-range planning regarding County real property assets. Activities include assisting County departments in assessing their space requirements and furniture needs, reviewing, planning, and analyzing project costs, and assisting in the implementation of projects.

THE POSITION
Under supervision, manages environmental projects for County owned buildings and property, including projects associated with the County's underground storage tank, aboveground storage tank, asbestos, lead, indoor air quality, hazardous material management, storm water pollution prevention and other environmental programs.

IDEAL CANDIDATE STATEMENT
The ideal candidate will be able to work independently on multiple projects simultaneously and effectively deal with unexpected assignments while prioritizing and organizing ongoing, existing tasks.  Candidates who are a Certified Asbestos Consultant with the State of California Division of Occupational Safety and Health and/or possess a Lead Related Construction Certificate with the State of California, Department of Public Health are strongly encouraged to apply.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university with a major in engineering, industrial hygiene, environmental science, or a closely related field,

And

Experience:

Four years of increasingly responsible Environmental experience that includes three years of environmental project management experience in one or more of the following areas: asbestos, lead and mold remediation in occupied facilities; indoor air quality investigations; environmental site assessments and remediation; preparation and implementation of storm water pollution prevention and/or other regulatory compliance plans.

License:

Possession of a valid California State Motor Vehicle Operator's license.

Certifications:

Completion of the initial Asbestos Hazard Emergency Response Act (AHERA) Worker/Supervisor, Inspector, and Management Planner courses. If an initial course was completed more than a year ago, completion of an 8-hour AHERA refresher course within the last year is also required.

Completion of an initial California Department of Public Health (CDPH) approved Lead Inspection/Assessment or Supervision and Project Monitoring course. If the initial course was completed more than two years ago, completion of a CDPH approved lead-related Continuing Education course within the last two year is also required.

Certification of completion of a 24-hour or 40-hour Hazardous Waste Operations and Emergency Response training.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
• Project management principles and techniques.
• Environmental issues, risk assessment, and hazard mitigation techniques.
• Indoor air quality standards and effective assessment methods and techniques.
• Federal, State, and local regulations pertaining to hazardous materials (asbestos, lead, etc.) and hazardous wastes.

Ability to:
• Work independently or as a team member.
• Prioritize work assignments.
• Plan, organize, coordinate and manage projects.
• Use sound, independent judgment within general policy guidelines.
• Conduct thorough environmental investigations, evaluate findings, and make well-reasoned, appropriate recommendations.
• Communicate effectively orally and in writing.
• Establish and maintain effective working relationships with other County agencies and departments, building occupants, regulatory agencies, contractors, consultants, and others.
• Use computer systems and software related to work assignments.
• Interpret, apply, and explain laws, rules, regulations, policies and procedures.
• Maintain accurate records and perform other administrative tasks as required for documenting projects, complying with County policies and procedures and/or complying with pertinent local, state and federal regulations.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1.  A review of the candidates' applications as well as questions 1 and 2 (a, b, c) of the Supplemental Questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;

2.  A review of candidates' answers to questions 3 through 5 of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process;

3.  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
