The County of Alameda Social Services Agency invites you to apply for the position of Program Integrity Division Director, Social Services Agency.

DESCRIPTION

The Agency

 

The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations, neighborhood groups and policy makers to serve the needs of the community.   Services are provided through four departments:  Agency Administration, Adult and Aging Services, Children and Family Services, and Workforce and Benefit Administration.

 

The Program Integrity Division is within Agency Administration. The division includes Investigations Units and the District Attorney's Special Investigations Unit (DA/SIU), eligibility specialists, appeals officers, and administrative staff.

 

In addition to the Welfare Fraud functions, Program Integrity Division also administers Appeals/Compliance, Quality Assurance & Quality Control, Work Participation Unit, & Income Eligibility Verification Systems (IEVS).

 

 

The Position

 

Program Integrity Division Director, SSA plans, evaluates and directs the operations and staff in the Program Integrity Division within the Social Services Agency.  The Program Integrity Division Director, SSA develops and establishes overall divisional policies; sets goals and objectives consistent with the overall goals of the Agency.  Program Integrity Division Director, SSA may also have the additional responsibility for participating in the meet and confer process with labor organizations.

 

The Social Services Agency is currently recruiting to fill the Program Integrity Division Director vacancy in the department of Agency Administration, Program Integrity Division. Applicants interested in applying for the current vacancy are encouraged to apply.

 

 

Ideal Candidate

 

The Ideal Candidate will have a leadership style that is positive, progressive and responsive.  The Candidate will be politically astute, possesses excellent written and verbal communication skills and is able to represent the Social Services Agency before boards, commissions and community groups relating to human and social services programs. 

In addition, the Ideal Candidate will possess, but not limited to the following critical attributes:

ü  Demonstrated ability to lead, direct, and manage multi-levels of staff; to generate staff commitment and adherence to program, administrative policies and procedural changes.

 

ü  Exceptional administrative and organizational skills to direct Division staff in the formulation and implementation of policies and procedures required to meet legal requirements, county policies, goals, and the delivery of required services.

 

ü  Exceptional experience providing direction and guidance to Division staff regarding the investigation and resolution of Human Resources, Labor and client relations related issues.

 

ü  Demonstrated experience and ability to identify and analyze complex problems, design solutions, and formulate appropriate action plans proactively and collaboratively.

 

ü  Strong collaboration skills to develop and maintain partnerships with human and social services organizations, community groups, and organizations to gain their assistance and support in achieving the Agency’s mission to promote the economic and social well-being of individuals, families and communities.

 

ü  Demonstrated experience in directing, monitoring, and coordinating division operation processes, including participation in the budget process, planning for funding sources, estimating staffing requirements and recommending major building alterations and remodeling requirements.

 

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree from an accredited college or university with a major in criminal justice, business, public administration, social sciences or a closely related field. (Additional years of qualifying investigative experience may be substituted for up to two years of the required education on the basis of one year of experience for 30 semester or 45 quarter units.)

AND

Either I

Experience:

The equivalent of two years full-time experience as a Social Services Program Manager in the Alameda County Social Services Agency Program Integrity Division.

Or II

The equivalent of six years of full-time experience in a California County Welfare Department with responsibility for the investigation of welfare fraud and other related crimes (e.g., forgery, perjury, misrepresentation, falsification of documents) and special investigations, four years of which must have been in an administrative or supervisory capacity over sworn personnel conducting field investigations in order to obtain evidence to be used in ongoing legal proceedings.

Or III

The equivalent of six years of full-time experience in a criminal or civil investigative unit, four years of which must have been in a position responsible for supervising the activities of sworn personnel conducting field investigations in order to obtain evidence to be used in ongoing legal proceedings.

Substitution:

Current POST (Peace Officer Standards Training) certification may be substituted for the equivalent of one year of the required experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Principles, methods and techniques of administration, including the organization and management of modern social service agencies.
• Provisions of the California Penal Code, Welfare and Institutions Code relating to welfare fraud.
• Principles, practices and techniques of fraud prevention, detection and investigation.
• Fiscal and budgetary management.
• Principles of supervision and training.

Ability to:

• Plan, organize, direct and supervise the work of subordinates.
• Analyze situations accurately and adopt an effective course of action.
• Prepare, review and evaluate comprehensive reports of investigation and program results.
• Prepare budget estimates.
• Demonstrate tact and diplomacy and develop and maintain cooperative working relationships with staff, law enforcement and other agencies.
• Communicate effectively in written and oral form.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

 

1.      A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2.     A Panel interview containing situational exercises which will be weighted as 100% of the candidate's final examination score.

 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
