DESCRIPTION

THE AGENCY

 The Alameda County Social Services Agency is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through five departments: Agency Administration and Finance, Adult, Aging and Medical Services, Children and Family Services, Workforce and Benefit Administration and Policy Office. The Agency assists approximately 11.3 percent of Alameda County's residents. Benefits programs contribute over $278 million to the local economy through cash assistance and CalFresh (formerly known as Food Stamps). Every month, more than 52,000 people receive CalWORKs (assistance for families with children), CalFresh and General Assistance. Every month health insurance is made available to more than 78,000 people through the Medi-Cal program. More than 11,000 frail, elderly and disabled individuals receive in-home care, adult protection and support managing their affairs monthly and 16,000 seniors will receive services through the Area Agency on Aging throughout the year. 3,700 children are in foster care. More than 1,600 reports of child abuse or neglect are filed with SSA each month. Emergency shelter is made available to 415 people nightly.

THE POSITION Under direction, to supervise, review and evaluate the work of a group of Social Workers; to maintain acceptable standards of casework practices; to train staff and maintain work standards; and to perform related work as required.

IDEAL CANDIDATE

 In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Thorough knowledge of Social Work principles and casework techniques, which includes complete understanding of development and implementation of customer needs assessments, setting and meeting quality standards for services and evaluation of customer satisfaction.
  • Thorough understanding of County and State regulations, as well as Social Services policies and procedures as they relates to providing exceptional service in the area of social casework.
  • Experience in effectively handling major changes in work responsibilities and adjusting effectively to working within new work structures, processes, requirements, or cultures.
  • Candidate must be open to change and adapt quickly to changes and new approaches within the work environment. ·
  • Demonstrated expertise as a self-starter with strong leadership skills and a demonstrated willingness to lead take charge and offer opinions or direction. ·
  • Exceptional communication skills, both written and oral, and a demonstrated ability to communicate effectively with diverse groups. ·
  • Outstanding analytical skills, with a demonstrated ability to think logically and arrive at sound conclusions. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. ·
  •  Remarkable organizational skills, including the ability to prioritize tasks and accomplish multiple projects simultaneously; readily readjusts priorities to respond aptly to pressing and changing demands. · Excellent ability to provide timely guidance and feedback to lead and develop staff with knowledge/skills needed for accomplishing work.

This is the first level of supervision in the Social Work series. Incumbents are assigned supervision of a group of workers to provide supportive casework services to clients who are in receipt of public assistance and related services in Alameda County. Positions in the next higher classification, Social Services Program Manager are assigned supervision over multiple units within a subdivision of the Agency.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of one year of full-time experience as a Social Worker II or in an equivalent or higher level social work class in the Alameda County classified service.

OR II

Education:

Possession of a Bachelor's Degree from an accredited college or university which includes 30 semester or 45 quarter units in social welfare, social/human services, sociology or other behavioral science.

AND

Experience:


The equivalent of two years of full time experience as a Social Worker in a Public Welfare Agency, including one year of full-time experience equivalent in level of responsibility to that of the class of Social Worker III in the Alameda County classified service (completion of one year of graduate study in an accredited school of social work may be substituted for a maximum of one year of the required experience).

OR III

Education:

Possession of a Bachelor's Degree from an accredited college or university which includes 30 semester or 45 quarter units in social welfare, social/human services, sociology or other behavioral science.

AND

Experience:

The equivalent of three years of full time experience as a Supervising Eligibility Technician or GAIN Employment Counselor Supervisor in a Public Welfare Agency (completion of one year of graduate study in a recognized school of social work may be substituted for a maximum of one year of the required experience).

License:

Possession of a valid California Motor Vehicle Operator's license is required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment. WE RESERVE THE RIGHT TO MAKE CHANGES TO THE ANNOUNCED EXAMINATION STEPS.
