THE HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. CRIMINAL JUSTICE MENTAL HEALTH PROGRAM/AFBH – This program provides a range of services within the county jail and in courtrooms which are targeted to help make a difference in the lives of persons with mental illnesses and co-occurring disorders within the criminal justice system. Specific “forensic” mental health expertise is a growing field in which mental health services overlap and interact with the legal system. Through multi-disciplinary staff interaction with law enforcement, court systems, jail health care providers, and the larger mental health system of care, this program relies on a collaborative effort with community service providers to help transition individuals successfully back into the community.
THE POSITION
Under general direction, to provide rehabilitative counseling services in Mental Health, or related programs; to formulate client assessments and provide counseling for assigned clients to gather and present case history data; and to do related work as required
DISTINGUISHING FEATURES
This is the journey-level rehabilitation counselor class requiring incumbents to be fully trained and professionally skilled upon entrance into the class. Rehabilitation Counselor II's provide a full range of rehabilitation counseling services, involving considerable latitude and independence of judgment. Direct supervisory review and guidance is provided only in selected cases. In contrast, the Rehabilitation Counselor I is an entry-level class requiring appropriate academic training, but no professional-level clinical experience.
SPECIAL REQUIREMENT: The specialty designation for these positions requires one year full-time experience working in a forensic mental health setting, including jails, state hospitals, or court diversion programs.
IDEAL CANDIDATE
In addition to the minimum qualifications and knowledge and skills listed below, as well as the special requirement above, ideal candidates for these positions will have experience working in a forensic setting, and collaboration with forensic partners such as law enforcement, courts, forensic medical providers, etc.

Either I
Education:
Possession of a master's degree from an accredited college or university in rehabilitation counseling, clinical or educational psychology, or in a closely related field,
And
Experience:
The equivalent of one year of full time experience in the field of alcoholic or drug abuse rehabilitation or Mental Health treatment.
Or II
Experience:
The equivalent of one year of full time experience in the class of Rehabilitation Counselor I in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)
License:
Possession of a valid California Motor Vehicle Operator's license.
Possession of Marriage and Family Therapist license is desirable.
Special Requirement:

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 3) An oral examination which will be weighted as 100% of the candidate's final examination score. The oral examination may contain situational exercises.
