The scores and dispositions of candidates for this examination will be merged with previous exam participants. If you have previously submitted an application and choose to reapply, your new score/disposition will replace your current disposition.

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

PUBLIC HEALTH DEPARTMENT
Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease epidemics and outbreaks, environmental health, health education and access to care and support have been joined by contemporary concerns: poverty, crime, violence, bioterrorism and natural disasters. THE POSITION
Nutritionist I is the entry-level class in the flexibly staffed Nutritionist classification series located in the Health Care Services Agency. Under close supervision, Nutritionist Is assist in planning, developing, and conducting a component of a nutrition program; provide consultative services on menus and nutrition; and perform related work as required.

WIC
The Women Infant and Children (WIC) Supplemental Nutrition Education Program is a supplemental food and nutrition program for low-income pregnant, breastfeeding, and postpartum women and children under age five who have a nutritional risk. The goal of the WIC program is to decrease the risk of poor birth outcomes and to improve the health of participants during critical times of growth and development. To meet this goal, we provide nutrition education, breastfeeding promotion, medical care referrals, and specific supplemental nutritious foods.

 

MINIMUM QUALIFICATIONS

Experience:

The equivalent of six months full-time experience in dietetic services or public health nutrition.

Substitution:

Possession of a Master’s degree in Nutrition, Public Health Nutrition, Dietetics, or a closely related field from an accredited college or university may be substituted for the required six months experience.

Licenses and Certificates:

Valid California Motor Vehicle Operator's license.
Possession of a current Registered Dietitian (RD) or Registered Dietitian Nutritionist (RDN) certification and good standing with the Commission on Dietetic Registration.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Human nutrition and its relationship to health and disease.
• Principles and practices of current academic nutrition knowledge.
• Principles of nutrition education and medical nutrition therapy for clients.
• Elements of food value, costs and budgeting.
• Principles and practices of direct client service delivery.


Ability to:

• Plan nutritional programs and coordinate them with other departmental programs.
• Provide direct nutrition services.
• Maintain accurate records and files.
• Exercise sound independent judgment within established policies and guidelines.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Communicate clearly and effectively, both orally and in writing with linguistic and cultural proficiency.
• Understand and accept differences in attitudes toward health problems resulting from medical, cultural, socio-economic and other factors.
• Understand the connections between social conditions (income/community economics, transportation, education, housing, incarceration) and individual and community health.
• Communicate information in order to influence behavior and improve health.
• Understand and incorporate the Agency and Department’s core values and ethical standards of practice into all interactions with individuals, organizations, and communities.

EXAMINATION COMPONENTS

THE EXAMINATION STEPS:

1) Review of the applications and supplemental questionnaires to verify minimum qualifications. 2) Those candidates who possess the minimum qualifications for the class will be placed on the eligible list based on an evaluation of education, training, and experience. Candidates must attain a qualifying rating on each portion of this examination.

Selection Plan

THIS IS A CONTINUOUS, ACCELERATED EXAMINATION: The examination consists of an on-going review of candidates’ applications and supplemental questionnaires to verify possession of minimum qualifications. Those candidates who possess the minimum qualifications for the class will be placed on the eligible list based on an evaluation of education, training, and experience. The eligible list resulting from this recruitment and selection process may be used to fill future vacancies which may arise within the next year for this and other County Departments; this examination will cancel any existing list and may last approximately one year, but can be extended. This examination may be reopened as necessary and the names of additional candidates merged onto the existing list according to examination score.
