PUBLIC HEALTH DEPARTMENT

THIS POSITION
This is a single-position classification, responsible for planning, developing, organizing and administering the activities and staff of the Community Assessment, Planning and Evaluation (CAPE) Division of the Public Health Department. This position reports to the Director of Health and Business Data Analytics and the County Health Officer.

THE VACANCY
There is currently one vacancy located in the Community Assessment, Planning and Evaluation (CAPE) Division of the Public Health Department.
COMMUNITY ASSESSMENT, PLANNING AND EVALUATION (CAPE) DIVISION
CAPE’s mission is to provide information, evaluation, education and technical assistance to programs, community partners, decision makers and residents in order to improve community health and address the root causes of health inequities. CAPE works to accomplish it’s mission by monitoring population health and social data, presenting health and social data in a way that is impactful, providing technical assistance for and leading program evaluation, providing information to support planning and policy advocacy, and facilitating the development of HCSA-wide systems for measuring success.
THE IDEAL CANDIDATE
In addition to the minimum qualifications and knowledge and skills listed below, the ideal candidate for this position will have demonstrated a track record of success supervising staff and working with groups who gather, analyze and report on health and social information from a variety of sources, as well as experience working with program managers, policy makers and leadership both inside and outside of a health care services or public health agency. The ideal candidate will also possess exceptional oral and written communication skills, attentive listening, and curiosity, particularly in regards to how systems work.
Additionally, the ideal candidate will have the:
Education:
Possession of a Master’s degree from an accredited college or university in public health, epidemiology, or a closely related field.
AND EITHER I
Experience:
The equivalent of three (3) years full-time experience in the class of Supervising Program Specialist, or an equivalent or higher level classification, responsible for supervising epidemiology research or surveillance-related work, in the Alameda County classified service.
OR II
Experience:
The equivalent of five (5) years full-time experience in the supervision of staff performing research or surveillance-related work, including experience with budget and contract management, grant proposal writing, program evaluation, and collaboration with community groups to conduct assessment and mobilization activities.
Substitution:
Possession of a Doctorate degree from an accredited college or university in epidemiology, biostatistics or another closely related field in public health may be substituted for two years of the required experience from either pattern above.
License:
Possession of a valid California Class C driver’s license and a satisfactory driving history as obtained from the Department of Motor Vehicles.

The most suitably qualified candidates will possess the following competencies:
Knowledge of:
• Principles and practices of public health, including current trends in policy, research, treatment, prevention, education and related issues.
• Laws, codes, and regulations governing public health issues.
• Principles and methods of epidemiology, bio-statistics and demography.
• Principles and procedures of epidemiology research, including survey design, data management and statistical analysis.
• Theories, practices and applications of epidemiological methodologies, including methods used in specialized fields.
• Management principles and practices, including work planning, evaluation, supervision and resource allocation.
• Principles of public administration.
• Strengths and limitations of prospective, retrospective and cross-sectional studies.
• Federal, state and local laws, regulations and policies governing the use of public health data.
• Program evaluation methodologies and management analysis.
• Statistical analysis software, and other computer applications related to the work.
Ability to:
• Plan and organize.
• Analyze and problem solve.
• Provide leadership and model an understanding of one’s own influence and demonstrates political astuteness in moving forward the mission of the organization. .
• Make decisions about policies and programs that address inequities and improve public health based on need, evidence and community input.
