THE AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.
Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.
The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under general direction, to be in charge of a major engineering, construction, maintenance or related activity; to help plan major engineering projects and to supervise the work of professional and sub-professional engineering personnel; and to do related work as required.

SPECIAL REQUIREMENT - FACILITIES INSPECTION OPTION
The specialty designation for this position requires two (2) years of experience planning, organizing and directing an engineering inspection program. Such experience should include supervising the work of professional-level facilities inspection staff, staying abreast of, applying and abiding by environmental requirements; and, collaboration with regulatory agencies.
Either I
The equivalent of one year of experience in the class of Associate Engineer, or in an equivalent or higher engineering class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
Or
II
Possession of a bachelor's degree from an accredited college or university with a major in civil engineering.
AND
The equivalent of two years of professional engineering experience subsequent to becoming a Registered Civil Engineer.
Or III
The equivalent of four years of progressively responsible, full-time professional civil engineering experience, at least two years of which were in a supervisory or administrative capacity.
Certificate and License:
Valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
Possession and maintenance of a valid Class C California State Motor Vehicle Operator's license.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
The most suitably qualified candidates will possess the following competencies:
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1) A review of candidates' applications, and questions 1 and 2 of the Supplemental Questionnaire, to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ answers to questions 3 through 5 of the Supplemental Questionnaire to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
