Introduction

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY 

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by 9/11/2017.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE AGENCY
Alameda County's General Services Agency delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Childcare Planning; Human Resources, Payroll, Information Systems and Parking Administration.

THE POSITION
Under general direction, to plan, organize, and direct the operation of Property and Salvage, which includes contract administration, property inventory, moving and disposal functions; to manage the use and disposal of County owned surplus materials, equipment and supplies; and performing other related duties.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of two years of full-time experience in the classification of Truck Driver and/or Supply Clerk II.

OR II

The equivalent of two years of full-time administrative/management experience, at least one year of which included supervisory responsibilities. (A bachelor’s degree from an accredited college or university with a major in business administration, public administration, finance, or a closely related field may be substituted for one year of the work experience but may not be substituted for the required supervisory experience.)

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

License:

Possession of a valid Class "B" California Motor Vehicle Operator's license, with air break endorsement.


Special Requirement:

Federal law and County policy requires that positions in the class of Property and Salvage Supervisor, are subject to postoffer/preplacement/preduty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Materials, supplies and equipment used by County departments
• Laws of contract and sales and sections of the California Government Code and Alameda County Charter pertinent to transactions by local government jurisdictions
• Laws and regulations governing the handling and disposition of hazardous and other regulated materials
• Potential purchasers and markets for surplus County property, and suppliers of new equipment ordered by County departments
• Principles of organizational and personnel management
• Safety and security practices

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of the candidates’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
