Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. THE COUNTY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. THE POSITION

Under direction to provide administrative, operational, procedural and organizational support services to the Department of Behavioral Health Care Services County-operated clinics; To supervise the work of the support staff involved in the provision of behavioral health services to clients; and to perform other related duties. Responsibilities of this broad administrative series normally encompass a variety of activities, such as facility management, planning and conducting organizational and policy studies, performing activities related to personnel, purchasing, contracting and budgeting and overseeing functions and staff in administrative services areas.

 

Administrative Support Managers supervise the work of support staff on a project or day-to-day-basis. Although the work is diverse, all positions are typically characterized by all of the following elements:

• The necessity for independent decision making;

• Project, activity and/or functional planning, oversight and evaluation;

• The ability to significantly influence departmental policies, functions or service delivery activities;

  • Ability to identify, prioritize, and manage resources (e.g., people, systems, space, budgets, and contracts) to optimize productivity and deliver solutions.
  • Project or facility management.
  • Strong background performing administrative duties in a medical clinic setting including, personnel functions, budget control, contract management and modifying policies and procedures.
  • Ability to work collaboratively, and participate in work groups, with internal and external stakeholders, including various vendors, contractors, departments and agencies to complete work goals.
  • Ability to adapt to changes in work tasks, situations, and environment, as well as remain flexible and open to new ideas, and encourages others to value change.
  • Strong leader who aligns the organization’s vision and values by inspiring, advising and facilitating goal accomplishment; with the ability to train and develop staff.
  • Interacts positively with others by relating to a variety of individuals and exhibiting professionalism, understanding, courtesy and tact.
  • Effectively communicates, orally and in writing, with ability to prepare various correspondence and periodic reports.
  • Ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information; possesses solid decision making skills, exercises good judgment based on available data, design solutions to problems, formulate and articulate action plans proactively and collaboratively.

MINIMUM QUALIFICATIONS

EITHER I
Experience:
The equivalent of one year full-time experience in the class of Administrative Specialist I in the Alameda County classified service. 

OR II
Experience:
The equivalent of three years of increasingly responsible administrative support experience in a medical clinic setting, of which, one year must have been in a supervisory capacity. (Possession of a Bachelor’s Degree from an accredited college or university with major coursework in business, health care administration or public administration may substitute for two years of the required experience.)

LICENSE:
Specified positions may require possession of a valid California Motor Vehicle Operator’s license.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

The most suitably qualified candidates will possess the following competencies:

• Principles of public administration.
• Practices and techniques of administrative analysis and report preparation.
• Computer applications related to the work.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:  1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 3) An oral examination which will be weighted as 100% of the candidate's final examination score. The oral examination may contain situational exercises.
