Introduction

THIS IS NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. DESCRIPTION

 

THE AGENCY

 

The General Services Agency aligns its mission with Alameda County’s Strategic Vision to enrich the lives of Alameda County residents through visionary policies and accessible, responsive and effective services. The General Services Agency (GSA) is an Internal Services Agency, but nevertheless enjoys many opportunities for its work to directly serve and benefit both County citizens and the County’s 9,000+ employees. County-wide and GSA programs are consistently recognized through national award programs in Sustainability, Energy, and Design and Construction. Alameda County is a national leader among Counties, fostering and promoting sustainability through education and outreach. Representative projects in GSA include developing transportation initiatives to reduce driving, including using shuttles, bikes, and shared vehicles. The County Green Building Ordinance has mandated a minimum of LEED™ Silver rating for new structures since 2004, and the adoption of a Climate Action Plan for the County’s operations in 2010 provides context for more innovative design and construction practices, including Net-Zero energy design. Recent representative Capital projects include the LEED-Gold rated Castro Valley Library, and the $680M replacement of the Acute facilities at Highland Hospital, the largest capital project in the County’s history.

 

The General Services Agency employs approximately 400 employees in a variety of professional, technical, clerical and maintenance/skilled trade classifications. The agency’s operating budget for 2013-2014 is over $131 million and it manages a capital budget in excess of $1 Billion. The following support services are provided: Building Maintenance and Technical Services including maintenance of over 130 facilities; Architectural/Engineering Services; Construction Management; Sustainability; Energy and Environmental Management; Child Care; Real Property; Property and Salvage; Recycling; Portfolio Management; and Transportation.Mandated services include Purchasing; maintenance of County Veterans’ Memorial Buildings; Environmental Protection/Sustainability; Waste Reduction and Recycling; implementation of the Green Building Ordinance; the County Climate Action Plan; and Hazardous Materials Abatement.

 

 

THE POSITION 

Under general direction, to plan, organize, coordinate and direct the fiscal, accounting, budgetary and revenue-generating operations of a county department/agency; assist and advise the agency director on financial matters relating to internal service fund budgets, cost recovery and capital projects financials, to provide financial expertise and consultation to management; to serve as liaison to the Auditor's Agency and other county departments; to design proper accounting and fiscal systems and procedures; and to perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Either I
Education:

Possession of a Bachelor's Degree from an accredited college or university with a major in accounting, business administration, finance, public administration, or a closely related field that included course work in general and cost accounting;

AND
Experience:

The equivalent of four years of full-time management experience involving financial analysis and accounting. At least two years of the required experience must include the supervision of professional staff in financial analysis, budgeting and accounting.

Or II
Experience:

The equivalent of eight years of full-time management experience involving financial analysis and accounting. At least two years of the required experience must include the supervision of a professional staff in financial analysis and accounting.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
License:

Must possess a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles of accounting including governmental, general cost accounting and internal controls.
• Budget preparation, accounting and cost allocation..
• Financial analysis including cash flow, discounting and net present value.
• Computer use and applications relating to financial analysis and accounting.
• Management principles and practices including employee supervision.
• Budgetary, contract and grant administration and financial recordkeeping and reporting practices.
• Practices and techniques of financial analysis.


KNOWLEDGE AND ABILITIES

Ability to:

• Perform Financial analysis.
• Work with automated financial/accounting applications.
• Analyze and establish policies and procedures to ensure efficient operations.
• Provide effective leadership and Management control.
• Compile and review data, analyze reports to make decisions.
• Plan, organize and work effectively with senior management and various executive staff.
• Communicate orally and in writing to present extensive and detailed information.
• Exercise leadership.
• Demonstrate interpersonal sensitivity.

• Apply Federal, State and County regulations to budgeting and accounting.
• Administer a large staff performing technical accounting functions.
• Perform cost/benefit analyses.
• Provide leadership to the planning, organization and direction of the budgeting process of the appropriate agency.
• Plan, supervise, review and evaluate the work of others either directly or through subordinate supervision.
• Represent the department and the County in meetings with others.

EXAMINATION COMPONENTS

 

The examination will consist of the following steps:

 

 1. A review of the candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

 

2. A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process.  

 

3. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

 

Candidates must attain a qualifying rating on each portion of this examination.
