Current employment and completion by 02/24/2017, of the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Hospital Authority, and the Consolidated Courts). A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. DESCRIPTION

ABOUT THE ALAMEDA COUNTY SHERIFF’S OFFICE

The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the American Correctional Association (ACA).

The Sheriff's Office has a current adjusted net budget of approximately $379 million and has over 1600 authorized positions, including an excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff Gregory J. Ahern, who is assisted in the operation of the agency by Undersheriff Richard T. Lucia, Assistant Sheriff's Brett Keteles and Casey Nice.

 The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

  •  Providing security to the Consolidated Superior Courts
  •  Operating the Coroner's Bureau
  •  Operating a full service criminalistics laboratory
  •  Performing Civil Process
  •  Operating County jails Operating the Offices of Homeland Security and Emergency Services
  •  Providing patrol and investigative services to the unincorporated areas of Alameda County
  •  Providing community policing and crime prevention services to the unincorporated areas of Alameda County
  •  Pursuant to contractual agreements, providing patrol and investigative services to the City of Dublin, Peralta  Community College District, Oakland-Alameda County Coliseum complex, Oakland International Airport, Alameda County Hospital, Children's Hospital, Social Services, and to the Alameda-Contra Costa Transit District.
  • Conducting a basic academy and regional skill center pursuant to Police Officer Standards and Training (P.O.S.T.) requirements
  • Providing Fish and Game enforcement
  • Project Director of the Narcotics Task Force
  • Operating a Marine Patrol Unit in the San Francisco Bay waters.

THE POSITION

 Under general direction, Lieutenants administer a Community Re-entry Center, a Planning and Research Unit, a Criminal Investigation Unit, a Central Identification Bureau, a Records, Warrants, Dispatch and Crime Analysis Unit, or a Coroner’s Bureau; to assist in the administration and management of a large detention facility or substation; to perform a particular assignment in the Civil and Court functions; to perform staff inspection services, making complete investigations and necessary reports regarding department policies, practices and procedures as directed by the Sheriff; to perform in specific roles for contract services as directed by the Sheriff; and to perform staff administrative duties and related work as required.

Incumbents of positions in this class may be assigned operational responsibility for personnel and activities on a shift basis in a large substation of the department or may have continuous administrative responsibility for a small functional unit or group of activities. The class is distinguished from the next higher class of Captain in that the higher class has a larger range of command responsibilities, organizational authority, and policy decisions.

MINIMUM QUALIFICATIONS

Experience:

Candidates must have completed their probationary period as a Sergeant in the Alameda County Sheriff’s Office

AND possess the following:

Either

The equivalent of eighteen months of experience in the class of Sergeant with the Alameda County Sheriff’s Office.

Or

A minimum of four years of California law enforcement experience at the rank of Sergeant or above, and possession of a Supervisory Certificate issued by the California Commission on Peace Officer Standards and Training (POST).

License:

Possession of a valid California motor vehicle operator’s license.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge, and abilities are related to duties listed under the “Examples of Duties” section of this specification.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

 1)     A review of candidates' applications to verify possession of minimum requirements.

 2)     Those candidates who possess the minimum requirements for the class will be invited to participate in the following examination components:

  •  A multiple choice written examination which will be weighted 30% of the final score. 
  •  A written exercise, critical incident, presentation and in-basket exercise which will be weighted 70% of the final score.
