THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION

Current employment and completion by Tuesday, November 8, 2016, of the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service is required (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court).  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.   


The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in submitted on-line by 5:00 p.m. on the Last Day for Filing. Failure to adequately complete or fail to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency (HCSA) and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. THE POSITION

Under direction in the Health Care Services Agency, the Physician IV has supervising responsibilities over professional, para-professional and support staff and may exercise functional and administrative supervision over a program.  Incumbents plan, organize, and supervise a multidisciplinary team including professional, para-professional and support staff in a public health or mental health district and perform related work as required. The Physician IV is distinguished from the lower-level class of a Physician III which has no primary supervisory responsibilities. The Physician IV is further distinguished from the next higher-level class of Physician V which is responsible for the overall management of a Division.

EXISTING VACANCIES

Positions in this classification are located in the Health Care Services Agency. 

The eligible list resulting from this recruitment may be used by any County department or agency needing to fill a vacancy for up to one year from the date the list is established. 

There is currently one immediate "project designated position" vacancy in the Health Care Services Agency.  Project positions are positions that are used in short-term County projects.  At most, projects can last for five years, but can be shorter; project positions only last as long as the project does.  

Agency Administration - Under direction of the HCSA Director, this position will have considerable latitude and responsibility for the integration of Agency Administration divisions and will assume a consultative and advisory role in establishing clinical standards in collaboration with other HCSA Medical Directors and the County Health Officer. This is an ideal opportunity for someone highly motivated to inspire continuous improvement of clinical standards and operations as they lead Agency Administration in planning, goal setting, program development and major initiatives with a focus on cross-division opportunities.

MINIMUM QUALIFICATIONS

- Either I

The equivalent of two years in the class of Physician III in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

- Or II

The equivalent of three years experience equivalent to the level of a Physician III, of which at least one year experience in a lead or supervisory capacity.

- License:

Possession of a valid license to practice medicine in the State of California,

- Special Requirements:

1. In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.

 
2. In compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and Non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
