Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

DESCRIPTION

THE AGENCY

The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.  

 

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian Carmen Martinez and the Board of Supervisors on library services.  

 

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends or Library League groups in each community support library programs and services.

VACANCIES

The Library is currently recruiting to fill two Branch Manager positions in Fremont and Newark, however, the eligible list resulting from this recruitment may be used to fill future vacancies at other Library locations.

 

Branch Manager for Fremont neighborhood branches – Centerville, Irvington, and Niles
The Branch Manager for Centerville, Irvington, and Niles oversees operations at the three neighborhood branches within the City of Fremont.  The incumbent will report to the Principal Librarian for Fremont Libraries and will supervise a staff that primarily provides service in all three locations.  These branches are currently open on the following days:

 

Centerville

Tuesday 1pm - 8pm, Thursday 11am - 6pm, and Saturday (currently closed but 10am - 5pm are the proposed future hours)

 

Irvington

Wednesday 10am - 5pm

 

Niles

Tuesday 10am - 5pm

 

 

Branch Manager for Newark
The Branch manager for Newark oversees operations at the Newark Library.  The incumbent will report to the Principal Librarian for Branches and will supervise a staff that primarily provides services to the Newark location.  This branch is currently open on the following days:
 

Sunday 1pm - 5pm

Monday and Tuesday 12pm - 8pm

Wednesday and Thursday 10am - 6pm

Saturday 10am - 5pm

 

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications listed below, the ideal candidate will have demonstrated a successful track record in the following:

·         Implementing change management and building key relationships.

·         Outstanding background coordinating library programming and events.

·         A keen understanding of social media and new technology that may affect the library system.

·         Superior command of oral and written communication.

·         Being action-oriented and making good, data-driven decisions.

·         Successfully motivating and interacting with direct reports.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years full-time experience as a Librarian II or an equivalent or higher-level librarian classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of three years full-time, responsible professional level library experience.

Possession of a master's degree in Library Science awarded by an American Library Association accredited college or university is highly desirable and may be substituted for one year of recent, full-time, responsible professional library experience for either qualifying path.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Only the most suitably qualified candidates will move forward in the exam process.

3)  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
