HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

PUBLIC HEALTH DEPARTMENT
Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. CALIFORNIA CHILDREN’S SERVICES (CCS) MISSION
California Children’s Services of Alameda County promotes optimal health outcomes for children and youth with special health care needs through compassionate, comprehensive, and specialized collaboration with families and health care providers.

CCS provides medical case management and care coordination to low-income children under 21 years of age with chronic and disabling medical conditions. CCS can help arrange and pay for hospital stays and doctor visits, medical equipment, medication, and other services. CCS strives to ensure that children receive appropriate and comprehensive care.

THE POSITION
The Medical Records Manager is a first-line manager responsible for analyzing, coding, and compiling medical records on patients receiving services through the Health Care Services Agency’s California Children’s Services (CCS) program; assisting the medical staff in selecting cases for quality assurance/improvement; supervising assigned technical and clerical staff. Additionally, the Medical Records Manager acts as the County CCS system administrator for the electronic state case management system.

THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will possess the following critical attributes:

  • Exceptional written and verbal communication skills, and the ability to communicate effectively with diverse audiences and in a variety of contexts.
  • Substantial experience utilizing and understanding an electronic medical records database.
  • Strong background providing supervision, support, and performance management to medical records staff.
  • Strong leader who aligns the organization’s vision and values by inspiring, advising, and facilitating goal accomplishment, with the ability to train and develop staff.
  • Essential knowledge of medical terminology, coding, and analysis.
  • The ability to work effectively with individuals of diverse cultures, interpersonal styles, abilities, motivations, and backgrounds.
  • Keen attention to detail; watchful over job processes, tasks, and work products to ensure accuracy.
  • Knowledgeable of rules and regulations surrounding HIPAA, release of information, and patient confidentiality.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of three years of full-time experience in coding, analysis or other related medical records technical functions in the Alameda County classified service, two years of which must have been at the supervisory level. Successful completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for one year of supervisory level experience.

Or II

Experience:

The equivalent of three years of full-time experience in coding, analysis or other related medical records technical functions in a hospital or medical facility or health program, two years of which must have been at the supervisory level.

And

Education:

Successful completion, within the last five years, of coursework in medical terminology, human anatomy, physiology and ICD9 or ICD10 coding.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies: 

Knowledge of:

• Applicable standards and regulations pertaining to the development and maintenance of patient medical records.
• Medical records coding systems, medical terminology, anatomy, physiology and disease processes.
• Medical records management and storage operations, medical staff policies and procedural issues.
• Principles and practices of supervision, training practices and techniques.
• Computer technology and its applications in medical records.
• Current HIPAA regulations regarding privacy, security and confidentiality as it pertains to Protected Health Information (PHI).
• Microsoft Word, Outlook, Excel and data entry programs.

Ability to:

• Extract, analyze, and create statistical data reports.
• Prepare abstracts and summaries of medical records.
• Perform medical records analysis.
• Recognize and follow-up on inconsistencies in medical records.
• Ensure that confidentiality and release of medical information comply with HIPPA guidelines and legal requirements.
• Plan and organize work activities.
• Make decisions and use good judgment in delegating authority and setting performance standards.
• Analyze data and draw logical conclusions.
• Problem solve.
• Understand medical information systems.
• Provide leadership and exercise management control.
• Be flexible to provide input and problem solving as needed to staff, departments and medical staff.
• Maintain awareness of all legislative changes, including pending changes affecting areas of medical record coding.
• Demonstrate interpersonal sensitivity to tactfully and cooperatively maintain effective working relationships with other medical center divisions and with federal, state and other agencies/departments.
• Communicate effectively orally and in writing with linguistic and cultural proficiency, prepare clear and concise reports and correspondence.
• Follow prescribed procedures and organizational policies.
• Incorporate ethical standards of practice into all interaction with individuals, organizations and communities.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications and supplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is an oral examination weighted as 100% of the candidate’s final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
