Alameda County's Temporary Assignment Pool (TAP) Unit and the Alameda County Registrar of Voters are seeking temporary staff in preparation for the upcoming 2016 elections.

Candidates who are bilingual in the following languages are strongly encouraged to apply: Spanish, Chinese, Tagalog, Vietnamese, Khmer, Hindi, Japanese and Korean.

About the Alameda County Registrar of Voters

The mission of the Registrar of Voters (ROV) is to encourage all eligible residents to exercise their right to vote, conduct elections in a fair, accurate, and efficient manner that inspires public confidence in the County elections process, maintain a continuous professional level of service to the public, and develop new techniques to improve outreach services that acknowledge the diversity of Alameda County.

All services provided by the ROV are mandated by the California Elections Code, the California Government Code, and the California Constitution. These mandated services include voter registration, voter outreach, candidate services, elections services, and vote by mail. Additional information on these mandated services is in the Major Service Areas section of this chapter.  

DESCRIPTION

THE POSITIONS

Candidates selected for any of the Registrar of Voters Temporary Assignments listed below will be hired under the Clerical Assistant SAN (Services-As-Needed) TAP classification.

This classification consists of positions that are filled on a temporary basis through the Alameda County Temporary Assignment Pool (TAP). Human Resource Services will be responsible for placing incumbents on assignments within departments and other agencies. Assignments may vary from a minimum of four hours and generally not exceed 18 months. The Clerical Assistant SAN (TAP) is designated as a 75-hour class.

THE ASSIGNMENTS

Individuals selected for the following 11 assignments are paid $19.68/hour and are typically assigned to the Rene C. Davidson Courthouse:

1. Election Support Staff – Review, proofread, and translate voting materials in bilingual languages such as Chinese, Spanish, Tagalog, Vietnamese, Japanese, Korean, Khmer and Hindi. Recruit/assess bilingual poll worker applicants and data entry. Qualified applicants must have the ability to read, write and speak English and any of the following languages: Tagalog, Vietnamese, Spanish, Chinese, Khmer, Hindi, Japanese, or Korean fluently. In addition, qualified applicants must possess data entry skills, strong customer service skills and the ability to multi-task in a fast paced work environment.

2. Candidate Support Staff – Assist candidates in filing for office, review/proof read official ballot in bilingual languages and data entry. Qualified applicants must be detail oriented, possess strong customer service skills and excellent clerical skills including the ability to compose letters, type 40 words per minute and be familiar with MS Word, Excel and PowerPoint.

3. Data Entry Staff – Provide data entry services. Qualified applicants must have strong customer service skills and be able to type 40 words per minute. Bi-lingual candidates fluent in English and any of the following languages: Spanish, Chinese, Tagalog Vietnamese, Khmer, Hindi, Japanese or Korean are preferred.

4. Vote by Mail Window Staff – Process vote by mail applications and voter registration forms, assist bilingual voters. Qualified applicants must have strong customer service skills, general clerical skills and data entry skills. Bi-lingual candidates fluent in English and one of the following languages: Spanish, Chinese, Tagalog, Vietnamese, Khmer, Hindi, Korean, Japanese are preferred.

5. Vote by Mail Processors – Process voted ballots including scanning, sorting and filing. Qualified applicants will have strong multitasking skills, strong numerical filing skills, and the ability to lift 25 pounds and be able to stand for long periods of time.

6. Openers – Extract vote by mail ballots, sort and file. Qualified applicants must have strong numerical filing skills, attention to detail, and the ability to sit for long periods of time.

7. Remake and Write-In Staff – Review and process damaged ballots and inter-file in numerical order. Qualified applicants must have strong numerical filing skills and be able to stand and sit for long periods of time.

8. Vote Count Room Staff – Responsible for pre-election voting equipment testing and processing of returned vote-by-mail ballots. Qualified applicants must have strong numerical filing skills, the ability to perform manual labor and be able to stand for long periods of time. The ability to lift 30 pounds may be required.

9. Recruiters – Recruit and assess bilingual poll worker applicants and participate in outreach events; perform Data Entry. Qualified applicants must have strong customer service, recruitment, telemarketing and data entry experience.

10. Automated Signature Recognition (ASR) – Responsible for operating the scanning machine for verifying signatures. Qualified candidates must be able to multi-task and pay close attention to detail, have a valid driver's license and the ability to lift 25 lbs.

11. Outreach – Travel to various locations throughout the county and perform outreach functions including voter registration and education on voting equipment and the recruitment of poll workers. Qualified candidates will have strong customer and telemarketing service experience. The ability to lift 50 pounds may be required.

Individuals selected for the following two assignments are paid $19.68/hour and are typically assigned to the Registrar of Voters Warehouse:

 

12. Warehouse Staff – Prepare, dispatch and distribute voting equipment, polling place supplies and Election Day emergency equipment; provide support for equipment/supplies. Qualified applicants must have excellent customer service skills, the ability to perform manual labor and the ability to lift up to 50 pounds. In addition, warehouse staff must have general clerical skills and attention to detail including strong numerical filing skills. Knowledge of Microsoft Office Excel, Word, and Outlook is preferred. Possession of a valid Driver’s License is preferred.

13. Classroom Helpers – Responsible for delivering and set up/take down of classroom equipment/materials and assisting Instructors during poll worker classes. Qualified applicants must possess excellent customer skills, strong data entry skills, the ability to multi-task, and attention to details. Manual labor is required; classroom helpers must be able to lift a minimum of 50 lbs. Travel throughout  Alameda County is required for this position. Candidates must have a valid Driver’s License and their own transportation. Class A driver's license is preferred but not required.

Individuals selected for the following assignment are paid $22.03/hour and are typically assigned to the Registrar of Voters Warehouse and will be required to travel throughout Alameda County:

 

14. Poll Worker Instructors – Instructors are responsible for conducting the training for all Election Day poll workers. Incumbents will be required to become familiar with all procedures occurring on Election Day.  This position also requires incumbents to follow the teaching guidelines of the Registrar of Voters and adhere to all requirements of the California Elections Code, the California Secretary of State and the Department of Justice's laws/requirements.

Candidates for this position must possess a valid Driver's License and a reliable vehicle to use at any time to transport supplies and/or equipment; must be able to lift a minimum of 50 lbs and travel to various county locations as required. Teaching, conducting training programs, or giving instructions in a group setting is highly desirable.

Ideal candidates would possess strong interpersonal and oral communication skills; have some knowledge of the voting process; experience with Microsoft Word and PowerPoint and the ability to exercise sound judgment.

The ability to read, write and speak fluently in English and any of the following languages is strongly preferred: Spanish, Chinese (fluency in Cantonese and/or Mandarin), Tagalog, Vietnamese, Khmer, Hindi, Japanese, and/or Korean.    

MINIMUM QUALIFICATIONS

In order to be considered for any of Registrar of Voters assignments, applicants must possess the following:

• The equivalent of one year of full-time clerical experience.

• A flexible schedule that allows for the availability to work overtime and be available to work on weekdays, weeknights, weekends and holidays as needed.

• Some assignments may require:

  • Valid Driver’s License;
  • Reliable vehicle to use;
  • Typing of a minimum 40 wpm;
  • The ability to read, write and speak fluently in English and any of the following languages is strongly preferred: Spanish, Chinese (fluency in Cantonese and/or Mandarin), Tagalog, Vietnamese, Khmer, Hindi,  Japanese, Korean;
  • Experience teaching and conduct training programs;
  • Ability to lift up to 70 lbs.  

Selection Plan

Candidates who possess the minimum qualifications will be scheduled via email, for a group interview.

Those who are selected to continue in the process will be given a computer based assessment which consists of typing, MS Word 2010 and MS Excel 2010, and scheduled for an interview with the Registrar of Voters.

DISASTER SERVICE WORKER

All government employees are disaster service workers as defined by California Government Code Section 3100.  In addition to everyday duties, employees have the added responsibility of helping throughout any disaster.

DMV EMPLOYER PULL NOTICE PROGRAM

All county employees who drive on county business are required to enroll in the California Department of Motor Vehicles Employer Pull Notice Program in an effort to promote driver safety.  Employees’ driver record reports will be released to the County Safety Officer in Risk Management to ensure that employees have valid driver’s licenses and are eligible to drive on county business.
