THE AGENCY
We are currently recruiting for vacancies in the Alameda County Probation Department and the Social Services Agency. However, the eligible list resulting from this recruitment may be used by any County department or agency needing to fill a vacancy.
THE DEPARTMENTS:
The Alameda County Probation Department is an essential element of the County’s system of public protection and human services. The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.

The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations, neighborhood groups and policy makers to serve the needs of the community. Services are provided through five departments: Agency Administration and Finance, Adult, Aging and Medical Services, Children and Family Services, Workforce and Benefit Administration and the Policy Office.

The Alameda County Workforce Development Board is a 27-member business-led group, charged with strengthening workforce development efforts in Alameda County, setting program policies in alignment with Workforce Innovation and Opportunity Act, and providing administrative oversight of contractors who provide services to youth, adult, dislocated and incumbent workers, and employers in Alameda County.
The Social Services Agency (SSA) Contracts Office serves as the Agency’s centralized office for procurement of goods and services, contract development, contract management, monitoring and fiscal oversight. The Contracts Office administers approximately 300 varied contracts, service agreements and MOUs. The Contracts Office provides contract support and works closely with all SSA program departments to ensure service deliverables are provided in a timely manner to the clients.
There are several Program Financial Specialist vacancies located within the Alameda County Social Services Agency’s Workforce Development Board Department in Hayward, and the Administration and Finance Department/Contracts Office in Oakland. These positions will include program development and contract management with assigned funding entities as well as community based organization providers of employment, training or administrative support services and incumbents will:
* Collaborate with internal and external partners including but are not limited to the Social Services Agency, local education agencies, regional workforce boards, community based organizations, and other stakeholders involved with workforce development.
* Provide a lead role and oversight in developing contracts, contract amendments, fiscal monitoring, board letters and requests for proposals.
* Analyze and make recommendations regarding board member or service provider requests.
* Negotiate contracts and contract changes with service providers in a timely manner.
* Utilize data to analyze, monitor and evaluate contract performance and follow up on programmatic issues.
* Research, recommend, and facilitate implementation of procedural and operational changes to maximize service delivery and revenue reimbursement.
* Prepare board and/or committee documents and reports including periodic and special statistical, financial and narrative reports as required.
* Analyze and interpret federal and state regulations related to workforce development.
THE POSITION
Under direction, to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff; to provide professional financial and administrative services to the unit to which assigned; to act as County liaison with service providers and ensure that program regulations and procedures are followed; and to do related work as required.The most suitably qualified candidates will possess the following competencies:
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
