THE AGENCY
The current vacancy is in the Alameda County Health Care Services Agency (http://www.acgov.org/health/). However, the eligible list resulting from this recruitment may be used by any County department or agency needing to fill a vacancy.
THE POSITION
Alameda County has an exciting opportunity for a Departmental Personnel Officer I. We are seeking proactive and resourceful self-starters for this multifaceted role. Demonstrate your ability to manage a diverse workload as you balance project-oriented tasks and work as an integral team member. In this multifaceted role, you will assume ownership of various Human Resources functional areas, which may include employee selection/staffing and onboarding processes, employee and labor relations, workers’ compensation, performance evaluations, position classification, performance evaluations, affirmative action, disciplinary and grievance procedures and employee relations; other related duties. Under general direction, Departmental Personnel Officers I's perform professional, human resources management work in a County department or agency assisting, developing and maintaining a program of human resources management and administration.Key responsibilities include (but not limited to):
IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:
The ideal candidate will have a proven track record providing professional level human resources experience planning, administering and advising on human resources related activities in various HR functional areas. Additionally, successful candidates should possess strong proficiency in the following key areas: customer service/focus, effective communication skills, timely response, excellent time management and organizational skills, and possess a high degree of interpersonal skills to establish and maintain effective working relationships with employees, including tact to handle sensitive personnel matters. Must be able to deal with personnel matters in a highly confidential, objective and professional manner. Professional certifications related to HR are highly desired.
Experience:
The equivalent of one year of full-time experience as a Departmental Personnel Officer Trainee or Human Resource Analyst I in the Alameda County classified service (non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts).
Or II
Education:
Possession of a Bachelor's degree in a relevant field from an accredited college or university.
AND
Experience:
The equivalent of three years of full time professional level human resources management experience involving compensation analysis, workforce planning, training and development, recruitment/staffing employee relations, requiring the use of the knowledge and skills described in this specification.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
