DESCRIPTION
Under direction, the Superintendent assists with managing the Juvenile Facilities Division by providing direct oversight and guidance in the operation of juvenile facilities including, but not limited to, directing, facilitating, and/or delegating all business, personnel matters and financial affairs; and, to do related work as required.

DISTINGUISHING FEATURES

This administrative position reports to the Juvenile Facilities Division Deputy Probation Officer, and is responsible for managing all Probation Department operated juvenile facilities. Areas of management include, but are not limited to the following: program development, personnel matters, security, health, safety, policy implementation, and day-to-day operations. The Superintendent supervises subordinates, and may act on behalf, or in the absence, of the Juvenile Facilities Division Deputy Chief Probation Officer. The class of Superintendent is distinguished from the next lower level class of Assistant Superintendent in that the former has overall leadership oversight responsibilities for the Juvenile Hall or Camp Sweeney, while the latter has management responsibilities for the day-to-day operations.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Responsible for planning, organizing, and operating juvenile facilities and programs, including the staffing and supervision of personnel, buildings, and grounds maintenance; confers regularly with the Juvenile Facilities Division Deputy Chief Probation Officer.

2. In collaboration with the Assistant Superintendent, supervises the day-to-day activity of the staff, giving instruction, planning work schedules, making assignments, observing and evaluating performance and recommending appropriate action; works with school personnel to coordinate facility activities and the school program.

3. Supervises preparation and maintenance of daily and periodic records; makes frequent inspection tours of each juvenile facility; reviews unit logs and programs; ensures that security, safety and health standards are maintained; and, may confer with staff concerning the behavior of juveniles and compliance with division regulations and philosophy.

4. Prepares purchasing requests and assists with budget development. Helps with managing the facilities’ S&S budget and special fund expenditures.

5. Evaluates staff performance and development; assists with personnel recruitment and selection, and plans and directs in-service training for staff.

6. Reviews lost property reports and recommends appropriate action.

7. May conduct division-level internal affairs investigations.

8. Supervises maintenance and utilization of buildings and grounds, the housekeeping and linen room functions, and approves supply requisitions.

9. Confers with representatives of other divisions, departments and agencies, and civic and community groups.

10. Maintains liaison with the court, ensures that court orders are followed and performs court tasks as required.

11. May assume temporary responsibility for the Juvenile Facilities Division in the absence of the Juvenile Facilities Division Deputy Chief Probation Officer.

12. Assists with juvenile related capital project planning, development and implementation including, but not limited to, developing capital outlay plans, working on project teams, preparing project budgets, establishing staffing, operation and transition and activation plans.

13. Confers with the Juvenile Facilities Division Deputy Chief on significant matters of juvenile facilities operations; confers with Juvenile Services Division on referrals of youths to the camps, on placing youths in the camps or out of State or County, and on coordinating the activities of the camp programs; confers with the Juvenile Facilities Division Deputy Chief on the interviewing and processing of detainees; and, confers with subordinate supervisors and Juvenile Institutional Officers on policies, procedures and total functioning of the facilities.


MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university (180 quarter or 120 semester units) preferably with a concentration in Sociology, Criminology, Psychology, Penology, Child Development, Political Science or a closely related field.

AND

Either I

The equivalent of two years of full-time experience in a class equivalent to, or higher than, Institutional Supervisor II with the Alameda County Probation Department. 


Or II

The equivalent of five years of professional, increasingly responsible full-time experience in an educational or counseling program within a probation or correctional institution, two years of which must have been in a supervisory capacity at the level of, or higher than, an Institutional Supervisor II in the Alameda County Probation Department.

License:

Possession of a valid California Motor Vehicle Operator's license.

Special Requirements:

Applicants must be at least 21 years of age at the time of appointment.
Possession of an automobile may be required.
A good driving record according to DMV negligent operator guidelines and qualification for automotive insurance.
State law requires that persons appointed to positions in this classification must meet all minimum requirements for peace officer status.
Applicants are not required to be a US citizen, but must be legally authorized to work in the United States under federal law (Per SB 960).
Any felony conviction is disqualifying.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
