INTRODUCTION

The County of Yolo is currently recruiting for one regular, full-time Library Circulation Supervisor for the Yolo County Library.  The individual selected for this position will possess excellent customer service skills and experience, and must be able to work evenings and weekends.

DEFINITION

Under the direction of a Library Branch Manager, oversees development, implementation and training of circulation policies and procedures for the Yolo County Library system; directly supervises and trains circulation staff in a large branch; and performs other related duties as required to provide high level customer service.

DISTINGUISHING CHARACTERISTICS

This is a single position classification and is responsible for overseeing the circulation function for the Yolo County Library system, and for supervising circulation staff and volunteers at a large branch.

ESSENTIAL FUNCTIONS

The following duties are typical of those performed by the incumbent in this classification; however, other duties may also be required.

  • Serves as the lead for library circulation policy, procedures and practices; functions as a resource to staff for questions and issues;
  • Provides high level customer service, mediates customer concerns and addresses any problems or needs at the circulation desk; refers the most difficult problems to the appropriate librarian;
  • Oversees the circulation function for the Yolo County Library, ensuring that patrons receive the best library service;
  • Provides and directs hold requests, patron registration, check-in and check-out services and assistance to library patrons of all ages; processes fines and other patron charges;
  • Liaisons with the local community, Friends and local school districts and develops partnerships; cultivates and maintains good relationships; ensures that community groups are kept informed of library programs and services; assists in coordinating branch library publicity;
  • Recruits, orients, trains, supervises and evaluates the performance of circulation staff including extra help and volunteers; models expected behaviors;
  • Prepares circulation desk and staff schedules ensuring adequate coverage at all times;
  • Assists patrons by answering reference questions and in locating and selecting library materials; directs patrons to appropriate community resources;
  • May participate in collection development;
  • Maintains branch financial records and maintains inventory of branch office/business supplies;
  • Keeps abreast of library developments by attending workshops and educational programs and reading periodicals and specialized literature;
  • Identifies opportunities for improvement in the current policies, procedures, and systems; offer recommendations for change; and
  • Serves as a positive and motivational team leader as well as a positive and effective member of a peer group.

The position may also require the performance of different essential or marginal functions depending upon work location, assignment, or shift.

EMPLOYMENT STANDARDS

Education: Equivalent to a bachelor’s degree from an accredited college or university; AND
Experience: Two years customer service experience involving heavy public contact.  At least one year of experience must have been at a supervisory, management or leadworker level.  Public library experience is preferred, but is not required. OR

Education: Equivalent to an associate’s degree from an accredited college or university; AND
Experience: Four years customer service experience involving heavy public contact.  At least one year of experience must have been at a supervisory, management or leadworker level.  Public library experience is preferred, but is not required.

Other:  Required to work a schedule that includes evening and weekends.

LICENSE

Some positions in this classification may require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

KNOWLEDGE & ABILITY

Knowledge of: basic supervisory techniques; library computer applications; library functions and services; standard reference materials; Dewey decimal classification system, Library of Congress subject headings, and Library filing rules; correct English usage and spelling; principles of good public relations; principles, practices and philosophy of public library work, especially circulation and reference; a wide range of books and authors; principles of descriptive cataloging; a wide range of library tools, methods and procedures.

 

Ability to: assist Librarian in the oversight, care, maintenance, and security of buildings and grounds; organize, train, supervise, and review the work of subordinate personnel and volunteers; communicate effectively and tactfully with a wide variety of people of all ages; exercise judgment; work harmoniously and cooperatively with others; learn the appropriate branch collection in detail; give, as well as follow, written and oral instructions; prepare and reconcile daily financial records and write effectively; recognize and set priorities; use or quickly learn to use, online circulation systems, online catalog, databases and other computer applications; work flexible and changing schedule including evenings and weekends; interpret and apply library rules and procedures; analyze situations and take appropriate action; perform repetitive and detailed tasks with accuracy.

ENVIRONMENTAL & FUNCTIONAL FACTORS

Incumbents in this class are expected to work inside buildings; to work either alone or closely with others; be able to drive a car; to lift and carry objects weighing up to twenty-five pounds; to move about; to be able to reach above shoulders; to have use of fingers and both hands; perform work while bending, reaching, stooping and squatting; have use of both arms; be able to communicate verbally with co-workers and clients; be able to see things up close or far away; have depth perception and be able to decipher color coded files and computer print-outs; and hear well.

MEDICAL CLASS

This class requires that the person stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, frequent lifting of objects up to twenty-five pounds and occasional lifting of objects up to fifty pounds may be required.

BENEFITS

Retirement Benefits

  • CalPERS Retirement - 2.5% @ 55 (Misc.):  Yolo County pays a large portion of the member contribution (approximately 7% of salary). Employees pay approximately 1% of salary toward retirement.
  • All Yolo County employees participate in Social Security and Medicare.
  • Employees receive a limited deferred compensation match based on years of service.  For 10 years, $150; for 20 years, $250.

Health Benefits

  • Yolo County offers 6 health plans (3 HMO’s and 6 PPO’s). Each employee receives a benefit package of $14,606 annually to purchase health, dental and vision insurance. Any remaining balance of the benefit package is paid to the employee as taxable earnings. This amount is pro-rated for part-time employees.
  • All employees are required to enroll in our Delta Dental Plan. The current monthly premium is $88.00 and is deducted from the benefit package. Family members may be added at no additional cost.
  • All employees are required to enroll in our plan with Medical Eye Services of California. The current monthly premium is $9.92 and is deducted from the benefit package. Family members may be added at no additional cost.
  • Employees participate in the State of California disability program. SDI benefits may be supplemented with accrued leave balances.
  • Employees have a confidential counseling program available for up to 6 free visits each fiscal year.

Leave Benefits

  • Employees earn 8 hours of sick leave per month.
  • New employees earn the equivalent of 80 hours of vacation time off per year and are eligible to use vacation after 13 pay periods of employment. The accrual rate increases to 120 hours after 3 years of employment.
  • Employees may purchase up to 40 hours of vacation each fiscal year after 3 years of employment.
  • Employees earn 32 hours each fiscal year.
  • Employees receive 10.5 paid holidays each year.
