INTRODUCTION

The County of Yolo is currently recruiting to fill a regular, full-time Librarian I position for the Yolo County Library, Archives and Records Center. 

The eligible list established from this recruitment will also be used to fill full-time and part-time extra help Librarian I vacancies.

THE POSITION

The Yolo County Archives provides invaluable research and access to historical documents to the entire community, as well as the Board of Supervisors, including primary documents, photograph reproduction, and data retrieval.  In addition, the Yolo County Archives functions as a repository for critical donations pertinent to the history of Yolo County.  The Yolo County Records Center serves as the key records retention and management agency for the County's various departments.

The ideal candidate will have prior experience in using and adhering to archival standards and best practices.  Possession of certification as a Certified Archivist or Certified Records Manager from the California Department of Libraries is highly desired.

DEFINITION

Under supervision, performs professional library work and does other related work as required.

DISTINGUISHING CHARACTERISTICS

This is the entry-level position in the professional librarian series and is distinguished from the Librarian II classification in that the latter performs more complex duties.

ESSENTIAL FUNCTIONS

The following duties are typical of those performed by the incumbents in these classifications; however, other duties may also be required.

  • Provides reference and readers advisory service to patrons; helps patrons make effective use of the library; provides high level customer service;
  • May oversee a specialized library function, including County Archives and Records Program; Adult Literacy Program; or YoloLINK;
  • Plans and conducts library programs, such as story hours and class visits;
  • Assists patrons in the use of the library’s systems; may teach basic internet searching and other computer classes as assigned;
  • Performs basic troubleshooting for library computers and mainframe equipment;
  • Oversees work performed by paraprofessional library staff and volunteers; arranges schedules; monitors workflow;
  • Analyzes problems and recommends solutions;
  • Performs outreach and represents the library in the community and at appropriate professional organizations; ensures that community groups are kept informed of library programs and services; may assist in developing outreach materials;
  • Models outstanding customer service;
  • Demonstrates commitment to service by attending workshops and educational programs, reading periodicals and specialized literature, attending staff meetings, and participating in committees and organizations that further the library’s mission and goals.

In addition, incumbents assigned to County Archives and Records Center perform the following duties:

  • Oversees County Archives/Records Center program;
  • Responds to local history inquires;
  • Develops special finding aids;
  • Participates in grant-writing activities as directed;
  • Speaks to community groups about program;
  • Serves as library’s subject matter expert to local history groups.

In addition, incumbents assigned to YoloLINK Coordinator perform the following duties:

  • Maintains, updates and expands the YoloLINK database on INLEX in Machine Readable  Cataloging (MARC) format;
  • Develops policies and procedures for implementing access to the YoloLINK database;
  • Coordinates production of a YoloLINK printed directory annually; coordinates production of a YoloLINK CD directory twice a year;
  • Trains staff and others to use YoloLINK products;
  • Promotes and markets YoloLINK products;
  • Reports regularly to the YoloLINK Steering Committee;
  • Represents YoloLINK in the community and at appropriate professional organizations including California Information and Referral Resources Service (CAIRS);
  • Develops and maintains a YoloLINK Policy and Procedure Manual.

In addition, incumbents assigned to Literacy Services perform the following duties:

  • Cultivates and maintains relationships with community agencies;
  • Recruits volunteers and adult learners;
  • Supervises volunteers and Library Assistant; provide training and support for all volunteer activities;
  • Develops adult literacy collection; creates resource/bibliographic lists.

EMPLOYMENT STANDARDS

Education: Master's Degree in Library Science or Library Information Services or related library field from an accredited graduate school of Librarianship.  Possession of certification as a Certified Archivist or Certified Records Manager from the California Department of Libraries is highly desired.

Experience:
None Required.

LICENSE

KNOWLEDGE & ABILITY

Knowledge of: principles, practices, and philosophy of public library work, including cataloging and classification, reference, automation, book selection related to community needs (adult and juvenile) and programming; books, authors, bibliographies, and reference material (adult and juvenile); library functions and services; library computer applications; a wide range of library tools, methods, and procedures; Dewey decimal classification system, Library of Congress subject headings, and library filing rules; standard reference materials; correct English usage and spelling; a wide variety of books and authors.

Ability to:  use or quickly learn to operate, online circulation systems, online catalog, databases and other computer applications; set priorities; analyze and respond to community needs and requests; teach library skills; organize, train, supervise, and review the work of subordinate personnel and volunteers; communicate effectively and tactfully with a wide variety of people of all ages; deal effectively and appropriately with the public, peers, supervisors, and those supervised; analyze situations and take appropriate action; represent the library to the community; develop and conduct special programs; work flexible and changing schedule including evenings and weekends.

ENVIRONMENTAL & FUNCTIONAL FACTORS

Incumbents in this class are expected to work inside buildings; to work either alone or closely with others; be able to drive a car; to lift and carry objects weighting up to twenty-five pounds; to move about; to be to reach above shoulders; to have use of fingers and both hands; perform work while bending, stooping and squatting; have use of both arms; be able to communicate verbally with co-workers and clients; be able to see things up close or far away; have depth perception and be able to decipher color coded files and computer print-outs; and hear well.

MEDICAL CLASS

This class requires that the person be able to move about most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, frequent lifting of objects up to twenty-five pounds and occasional lifting of objects up to fifty pounds may be required.

BENEFITS

Retirement Benefits

  • CalPERS Retirement - 2.5% @ 55 (Misc.):  Yolo County pays a large portion of the member contribution (approximately 7% of salary). Employees pay approximately 1% of salary toward retirement.
  • All Yolo County employees participate in Social Security and Medicare.
  • Employees receive a limited deferred compensation match based on years of service.  For 1 year, $350; for 10 years, $450.

Health Benefits

  • Yolo County offers 6 health plans (3 HMO’s and 3 PPO’s). Each employee receives a benefit package of $14,606 annually to purchase health, dental and vision insurance. Any remaining balance of the benefit package is paid to the employee as taxable earnings.
  • All employees are required to enroll in our Delta Dental Plan. The current monthly premium is $88.00 and is deducted from the benefit package. Family members may be added at no additional cost.
  • All employees are required to enroll in our plan with Medical Eye Services of California. The current monthly premium is $9.92 and is deducted from the benefit package. Family members may be added at no additional cost.
  • The County provides a $25,000 life insurance policy.
  • Employees are eligible for a county paid short-term disability benefit of 75% of salary.
  • Employees have a confidential counseling program available for up to 6 free visits each fiscal year. 
Leave Benefits
  • 8 hours of sick leave per month.
  • 80 hours of vacation time off per year and are eligible to use vacation after 13 pay periods of employment. The accrual rate increases to 120 hours after 3 years of employment.
  • Employees may purchase up to 96 hours of vacation each fiscal year after 3 years of employment. (Currently suspended during the 2009/10 furlough period.)
  • 40 hours of administrative leave each fiscal year.
  • 32 hours of floating holiday time off each fiscal year.
  • 10.5 paid holidays each year.
