INTRODUCTION

The County of Sonoma Probation Department is seeking qualified individuals to be Probation Industries Crew Supervisors. 

The most desirable candidate will posses:

  • Coursework or experience in construction project management
  • Licensure as a general contractor or landscape contractor
  • Journey-level experience in one or more skilled trades such as carpentry, plumbing, masonry or electrical
This recruitment is being conducted to fill TWO FULL-TIMEvacancies as well as extra-help vacancies in the Probation Department.  This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) vacancies as they occur during the active status of the list.

POSITION INFORMATION

The Probation Inustries Crew Supervisor instructs and supervises a work crew of adult offenders engaged in carrying out maintenance, landscape, construction and industrial production projects and performs other related duties.

The Probation industries Crew Supervisor is also responsible for the control, supervision, evaluation and safety of a work crew of adult offenders engaged in performing unskilled to skilled maintenance, landscape, construction and industrial production projects.  Incumbents work with considerable independence in carrying out assigned projects, complete job cost and time frame estimates and act as a departmental representative. Supervision is received from the Probation Industries Field Supervisor via inspection of projects and review of project progress according to timetables and specifications.
 
Technical skill requirements vary based on projects secured and assigned, project specifications and/or building codes, individual expertise, crew composition, and use of skilled workers and project managers.
 
Incumbents function as peace officers in the supervision of offenders.  Individuals hired into this job class serve a probationary period of one year and are expected to complete training as required by the California State Commission on Peace Officer Standards and Training, generally within the one year of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  typical offender behavior patterns and methods of controlling behavior problems and disturbances; techniques and skills necessary to provide the leadership role in supervising, directing and instructing the activities of offenders; project management including cost estimating for construction projects, materials, time frames and equipment; construction practices and the properties of materials used in erecting, installing, repairing and removing diverse structures or structural parts, pipelines, and/or landscape development and maintenance; building codes and occupational safety and health practices and procedures related to construction and maintenance activities; the proper use and care of various hand and power tools to complete construction, maintenance and landscaping work; principles of written and oral communication and report writing techniques, including language mechanics, syntax, and English composition; and advanced first aid techniques and practices, including cardiopulmonary resuscitation. 
 
Ability to:  make and record detailed observations; read blueprints and specifications and supervise work; keep accurate records related to project costs, labor, time and materials; exercise good judgment and decision making and adopt an effective course of action in an emergency situation, with limited to no supervision; effectively supervise a group of adult offenders engaged in various construction, industrial, and maintenance work activities; acquire and maintain the respect of offenders and fellow staff toward maintaining firm control in individual and group situations; maintain a cooperative working environment and provide positive motivation to offender crews; establish and maintain effective working relationships with staff, County departments, community agencies and representatives; work outdoors for extended periods under varying weather conditions; work different shifts, weekends and holidays; interpret and enforce institutional rules, regulations and other policies with firmness, tact and impartiality; observe inmates and anticipate and avert problems; effectively control, direct and instruct inmates individually and in groups; prepare written reports; physically apprehend and/or restrain offenders in the line of duty.

MINIMUM QUALIFICATIONS

Education and Experience:  Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed.  Normally, one year of full-time experience supervising offenders in a correctional facility and/or experience in carrying out semiskilled maintenance, landscape, construction or industrial production projects.  Coursework or experience in project management, as well as licensure as a general contractor, a landscape contractor, or journey-level experience in one or more skilled trades such as carpentry, plumbing, masonry or electrical is desired.
 
License:  Possession of a valid California driver's license at the appropriate level including necessary special endorsements, as required by the State of California, to perform the essential job functions of the position must be acquired prior to the first day of work.
 
Background Requirement:  Incumbents shall not have been convicted of a felony in this state or any other state or in any federal jurisdiction, or of any offense in any other state or in a federal jurisdiction, which would have been a felony if committed in this state, nor be under current formal probation supervision.
 
Candidates certified for employment must be willing to undergo an in-depth background investigation including a psychological evaluation and criminal history check, a medical examination, and may be subject to drug and alcohol testing in accordance with Department of Transportation Federal Highway Administration regulations, 49 CFR 382, et. al.
 
Citizenship Requirement:  Permanent resident aliens who wish to be employed as peace officers must apply for citizenship prior to application for such employment.  Permanent resident aliens must cooperate with the U.S. Department of Immigration in meeting all requirements for U.S. citizenship or they shall be disqualified for peace officer status.

The selection procedure will consist of the following examination:
An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass), and for educational coursework, training, experience, knowledge, and abilities which relate to this position.  Each applicant will be evaluated based on the following criteria:

  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.

Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination.  Scores may be adjusted based on such factors as number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

ADDITIONAL INFORMATION

A background investigation is required prior to employment.  Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.  Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy.  Reference information will not be made available to applicants.

In an effort to mitigate the impact of budget reductions on the County workforce, the County of Sonoma has implemented a program of mandatory time off for the current fiscal year. Most County offices, activities, and services will be closed from December 24, 2009 through December 31, 2009.  During that period, most County employees will be on a work furlough.  The amount of pay deducted for the unpaid furlough time will be determined by the employee’s regularly allocated work schedule and the number of pay periods remaining in the current fiscal year in order to accomplish a 40 hour contribution by June 28, 2010.

In order to minimize the impact of the unpaid furlough on employees, a deduction will be withheld each pay period from the date of hire through the end of the fiscal year in June 2010.  Employees hired before the holiday closure will participate in the full 40 hour furlough. The 40 hour deduction will be amortized over the period between date of hire and the end of the fiscal year in June 2010.

Employees hired after the holiday closure and prior to the end of the fiscal year will accrue unpaid leave hours (MTO) on a pro-rated basis.  Deduction of the accrued MTO hours will be amortized over the remaining pay periods in the fiscal year.  Hours accumulated as a result of this deduction shall be used as time off prior to the use of any accumulated vacation leave, by mutual agreement of the employee and their department head or designee.

MTO for part-time employees will be pro-rated, based upon their assigned FTE.
