INTRODUCTION

This is an exciting opportunity for undergraduate students to gain valuable social work and eligibility determination experience with the Economic Assistance Service Center in the Human Services Department!

POSITION INFORMATION

The Sonoma County Human Services Department (HSD) is seeking an intern to assist the County Medical Services Program (CMSP) clients who apply for Medi-Cal due to a disability. Many CMSP clients initially apply to CMSP due to a health issue which renders them unable to work. They may be disabled and potentially eligible for state Medi-Cal benefits. Before Medi-Cal is approved, their disability must be determined by a state program - the Disability Determination Services Division (DDSD), but they are unable to navigate the complex disability determination process without help. HSD provides advocacy and support for the disability determination process as these clients face special challenges and are often unable to complete this process by themselves. The DDSD Intern would assist HSD staff in providing this support by learning the issues and methods involved in this process. This intern position is expected to work between 4-8 hours per week. 

EMPLOYMENT

Interns are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive employee benefits such as: long-term disability insurance coverage; accrual of vacation and sick leave; participation in the County retirement program; or eligibility to take promotional examinations. Interns may not work in excess of 1560 hours in a twelve month period.

RESPONSIBILITIES

The Disability Determination Services Assistant Intern will assist the potentially disabled Medi-Cal applicant population in the following areas:

  • fielding client questions via phone and direct client contact
  • researching medical conditions, limitations of medical conditions and requesting medical records
  • coordinating with medical providers in the community
  • coordinating with the State Programs Disability Determination Services Division (sending/receiving client correspondence, document management & general clerical duties)

Two DDSD Eligibility Workers and one Senior Office Assistant, who work routinely with this population, will be a resource for this intern; and a Program Specialist will provide oversight, guidance and support.

MINIMUM QUALIFICATIONS

Education: Current enrollment in a full-time or part-time academic or vocational curriculum at an accredited college or university.

Experience: None required.

License:  Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

SELECTION PROCEDURE

Applications and supplemental questionnaires will be reviewed to ensure candidates meet the minimum requirements for the position. Candidates possessing these requirements will be referred to the department for further consideration. The hiring department will contact candidates who appear to best meet the requirements and needs of the position and take further steps in making a selection for the internship.

  2. Certificate of Postgraduate Program requirements
  3. Internship registration
  4. Transcript

Required Skills, Abilities, Education Levels & Other Necessary Qualifications: Aside from meeting the minimum qualifications, this intern position requires the ability to work with a variety of people, strong organizational skills, computer literacy, ability to navigate the internet, analytical skills, ability to understand complicated regulations in a government setting, and experience working with disabled individuals. Strong communication skills are highly desired. Bilingual skills preferred!

ADDITIONAL INFORMATION
: A background investigation may be required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation. Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy. Reference information will not be made available to applicants. Additionally, a pre-employment medical examination, including a drug and alcohol screening, may be required prior to employment.

MISCELLANEOUS INFORMATION

In an effort to mitigate the impact of budget reductions on the County workforce, the County of Sonoma has implemented a program of mandatory time off for the current fiscal year. Most County offices, activities, and services will be closed from December 24, 2009 through December 31, 2009.  During that period, most County employees will be on a work furlough.  The amount of pay deducted for the unpaid furlough time will be determined by the employee’s regularly allocated work schedule and the number of pay periods remaining in the current fiscal year in order to accomplish a 40 hour contribution by June 28, 2010.

In order to minimize the impact of the unpaid furlough on employees, a deduction will be withheld each pay period from the date of hire through the end of the fiscal year in June 2010.  Employees hired before the holiday closure will participate in the full 40 hour furlough. The 40 hour deduction will be amortized over the period between date of hire and the end of the fiscal year in June 2010.

Employees hired after the holiday closure and prior to the end of the fiscal year will accrue unpaid leave hours (MTO) on a pro-rated basis.  Deduction of the accrued MTO hours will be amortized over the remaining pay periods in the fiscal year.  Hours accumulated as a result of this deduction shall be used as time off prior to the use of any accumulated vacation leave, by mutual agreement of the employee and their department head or designee.

MTO for part-time employees will be pro-rated, based upon their assigned FTE.
