POSITION INFORMATION

The Sonoma County Probation Department is seeking to hire experienced, professional Probation Officers to work in either our Adult or Juvenile Divisions. If you meet the following criteria and would like to relocate to beautiful Sonoma County, please go online and apply today:

About the Position:
Under general supervision, the Probation Officer II investigates and prepares recommendations to the courts on probation cases involving adults and juveniles; supervises a caseload of adult or juvenile probationers; provides counseling and guidance while enforcing the conditions of probation; and performs related duties as required.

The Probation Officer II is the full working level in the Probation Series.  Employees in the class typically receive generic assignments which require skill, initiative, professional judgment, and a thorough background in departmental procedures and policies. The Probation Officer II may have to physically restrain and/or apprehend offenders in the line of duty.

Note: Those appointed to this class shall serve a probationary period of one year.  In addition, newly hired individuals are expected to complete PC 832 (Search and Seizure) training within the first six months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

Working knowledge of: interviewing techniques, investigative procedures and principles of research methodology, report writing and basic statistics; general community resources necessary to assist in crime and delinquency control; sociology and psychology particularly as the relate to personality development, behavior patterns, motivation, and group and family dynamics; written and oral communication, including language mechanics, syntax and English composition; penal, business, health, safety and related codes relating to probation work; and the modern principles and practices related to professional probation assignments. 
  
Ability to: prepare and effectively present written and oral reports before the court and before adversaries to the court; analyze investigational material and make appropriate deductions and recommendations; establish and maintain personal working relationships with clients, staff and community agencies and representatives; read and understand written material, including abstracts, financial, legal and medical documents; exercise initiative, perseverance and patience; understand and accept differences in human behavior, and cultural and ethnic backgrounds; apply existing laws, rules and regulations; effectively interview clients to obtain information on a variety of complex and sensitive subjects; and physically restrain and/or apprehend offenders in the line of duty.

MINIMUM QUALIFICATIONS

Education and Experience: Any combination of education, training and experience which would likely provide the required knowledge and abilities. Normally, this would include possession of a bachelor’s degree in sociology, psychology, counseling, social work, criminology, administration of justice, or a closely related field, AND one year of full-time professional probation experience equivalent to the class of Probation Officer I with the County of Sonoma (full-time experience in a position equivalent to Correctional Officer, Deputy Sheriff, Probation Assistant, or Juvenile Correctional Counselor may be substituted for six months of experience.)
 
                            OR
 
Significant academic course work or formal training in sociology, behavioral and social psychology, social casework, social welfare, counseling and guidance, or closely related field AND two years of full-time experience in a position equivalent, or closely related, to Correctional Officer, Deputy Sheriff, Probation Assistant, Social Worker, Substance Abuse Treatment Provider, or Juvenile Correctional Counselor with the County of Sonoma PLUS one year of full-time professional experience equivalent to the class of Probation Officer I with the County of Sonoma.  

Additional Requirements: In accordance with California Government Code, Section 1029 - 1031, and the California Corrections Standards Authority, Title 15, Section 131, Minimum Standards for Selection, each employee shall meet the following minimum standards: United States citizenship or status as a permanent resident alien who is eligible for and has applied for citizenship (if a permanent resident alien has not obtained citizenship within three years after application for employment or is denied citizenship, he/she will be disqualified for peace officer status); have no prior felony conviction nor be under current formal probation supervision; and achieved a passing score on the California Corrections Standards Authority Probation Officer written exam, or equivalent prior to appointment.  

Candidates certified for employment must be willing to undergo and successfully complete an in-depth background investigation, including a psychological evaluation, finger printing, criminal history check and a medical examination, including physical agilities testing.  

License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California to perform the essential job functions of the position may be required for some positions in this classification.

SELECTION PROCEDURE

The selection procedure will consist of the following examination:

An Application and Supplemental Questionnaire Appraisal (pass/not pass) will be conducted to determine possession of the minimum qualifications and requirements for the position of Probation Officer II. Applicants who meet the minimum qualifications and requirements for the position will be placed on an eligible list and certified to the Sonoma County Probation Department for further consideration.

Note: Candidates certified to the Probation Department may be asked to provide the following:

  • Documentation of completion of Core Training for Probation Officer
  • A copy of your most recent performance evaluation for Probation Officer or equivalent position.

BACKGROUND AND PHYSICAL ABILITIES INFORMATION

BACKGROUND INVESTIGATION - Probation Officer:
Prior to employment, candidates will undergo a thorough background investigation to assess their employment and educational history, and personal fitness for this position.  Such investigation may include, but is not necessarily limited to, use of prescription and/or other drugs, reports from former employers, educational institutions, law enforcement agencies, or other relevant sources.  The results of this examination shall be confidential and shall not be available to the candidate for review. Failure to pass the background investigation may eliminate a candidate's name from the employment list.  Additionally, candidates will be required to participate in a psychological evaluation, a physical abilities exam, and a medical examination. Drug and alcohol testing will be conducted as part of the pre-employment medical examination for initial hires and for all current employees who are offered employment in law enforcement, probation, and drug and alcohol assignments.  Deception during any portion of this process is grounds for disqualification, even after employment.

Physical Ability Test - Probation Officer I:
The best way to prepare for the physical abilities testing is to engage in a physical fitness program that is designed to improve flexibility, strength, and cardiovascular endurance. The physical abilities test will include an interview, brief medical screening, general tests of flexibility and strength, and functional tolerance for certain movements and postures. There are several job specific tasks that you will be required to do during the testing process. Applicant will be asked to perform work simulation tasks consistent with the essential functions of the job.

Note: This physical abilities test requires you to demonstrate your maximal capabilities. A physical exercise and conditioning program is strongly encouraged prior to the testing appointment.

The County of Sonoma is committed to a policy and actively pursues a program of equal employment and non-discrimination.

In an effort to mitigate the impact of budget reductions on the County workforce, the County of Sonoma has implemented a program of mandatory time off for the current fiscal year. Most County offices, activities, and services will be closed from December 24, 2009 through December 31, 2009.  During that period, most County employees will be on a work furlough.  The amount of pay deducted for the unpaid furlough time will be determined by the employee’s regularly allocated work schedule and the number of pay periods remaining in the current fiscal year in order to accomplish a 40 hour contribution by June 28, 2010.

In order to minimize the impact of the unpaid furlough on employees, a deduction will be withheld each pay period from the date of hire through the end of the fiscal year in June 2010.  Employees hired before the holiday closure will participate in the full 40 hour furlough. The 40 hour deduction will be amortized over the period between date of hire and the end of the fiscal year in June 2010.

Employees hired after the holiday closure and prior to the end of the fiscal year will accrue unpaid leave hours (MTO) on a pro-rated basis.  Deduction of the accrued MTO hours will be amortized over the remaining pay periods in the fiscal year.  Hours accumulated as a result of this deduction shall be used as time off prior to the use of any accumulated vacation leave, by mutual agreement of the employee and their department head or designee.

MTO for part-time employees will be pro-rated, based upon their assigned FTE.
