POSITION INFORMATION

This recruitment is being conducted to fill one EXTRA-HELP (intermittent) Physical Therapist I/II vacancy in the Children's Therapy Program (CTP) of the Health Services Department. This employment list may also be used to fill future extra-help vacancies as they occur during the active status of this list.

Salary:
Physical Therapist I - CTP $29.23 - $35.52/Hourly
Physical Therapist II - CTP $32.53 - $39.54/Hourly

Physical Therapist I - CTP:
Under close supervision, the Physical Therapist I - CTP assists in providing professional physical therapy services to children with physically handicapping conditions including evaluating, planning, and providing physical therapy treatments; and does related work as required.

This is the entry level class in the Physical Therapist - CTP. Incumbents are expected to work under the close supervision of the Chief Therapist and assist in developing and coordinating comprehensive treatment plans for individual children. 

This class is distinguished from the class of Physical Therapist II - CTP in that the latter has sufficient experience to perform assigned tasks without close supervision and uses independent judgment in the treatment of children.

Physical Therapist II - CTP:
Under limited supervision, the Physical Therapist II - CTP provides professional physical therapy services to children with physically handicapping conditions including evaluating, planning, and providing physical therapy treatments. Incumbents are expected to take initiative to establish, implement and evaluate patient treatment plans. Most work is performed independently with limited supervision from the Chief Therapist - CTP. Incumbents assist in providing training and supervision to less experienced Physical Therapists and non-professional personnel.

EXTRA-HELP EMPLOYMENT
Extra-help employees relieve or augment permanent staff.  Intermittent, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most regular employee benefits such as: long-term disability insurance coverage; accrual of vacation and sick leave; participation in the County retirement program; or eligibility to take promotional examinations.  Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period.  Extra-help employees who meet the eligibility requirements (generally worked 13 consecutive pay periods with a minimum of 440 hours and are scheduled at least 40 hours per pay period) qualify for a 50% County contribution toward employee-only Kaiser Health Plan. Dependent coverage is also available at employee's cost.   

KNOWLEDGE, SKILLS, AND ABILITIES

Physical Therapist I - CTP:
Working knowledge of: anatomy, physiology, neuro-muscular functions and dysfunctions, and kinesiology.
 
Some knowledge of: modern theory, principles and methods of physical therapy, especially as applied to physically handicapped children; the proper use and operation of modern physical therapy equipment and appliances; pathology and injuries which result in physical impairment; growth and development or normal and handicapped children; and psychology and abnormal psychology.
 
Ability to: understand and interpret physicians’ orders and to adapt treatment programs to individual circumstances; use tact and good judgment in dealing with patients, staff and the public; keep clinical case records; prepare and present oral and written reports; comply with common public health safety practices and procedures; cope with working with handicapped children and their families; and to move children utilizing appropriate transfer technique.

Physical Therapist II - CTP:

Considerable knowledge of: anatomy, physiology, neuro-muscular functions and dysfunctions, and kinesiology.
 
Working knowledge of: modern theory, principles and methods of physical therapy, especially as applied to physically handicapped children; the proper use and operation of modern physical therapy equipment and applicaces; pathology and injuries which result in physical impairment; growth and development of normal and handicapped children; and psychology and abnormal psychology.
 
Some knowledge of: principles of training and supervision.
 
Ability to: understand interpret physicians’ orders and to adapt treatment programs to individual circumstances; exercise tact and good judgment in dealing with patients, staff and the public; keep clinical case records; prepare and resent oral and written reports; comply with common public health safety practices and procedures; cope with working with handicapped children and their families; and to move children utilizing appropriate transfer techniques.

MINIMUM QUALIFICATIONS

Education:  Graduation from a school of physical therapy or other educational course approved by the California State Physical Therapy Examining Committee.
 
License:  Possession of a valid license to practice physical therapy as required by Section 2650 of the California Business and Professions Code or eligibility to obtain the license by time of employment.

Completion of a recognized internship in providing therapy to physically handicapped children is highly desired.

Possession of a valid driver’s license at the appropriate level including necessary endorsements, as required by the State of California, to perform the essential job functions of the position.

Physical Therapist II - CTP (Additional Requirement):
Experience:
 Any combination of training and experience which would provide an opportunity to acquire the required knowledges and abilities. Normally, two years of experience as a licensed physical therapist would provide such opportunity. Experience in providing therapy to physically handicapped children or in a pediatrics program is desirable.

ADDITIONAL INFORMATION:
A background investigation may be required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation. MISCELLANEOUS INFORMATION

The County has implemented a work furlough for regular full-time and part-time employees.   The County holiday closure will occur December 24, 2009 through December 31, 2009.  Most County offices, activities, and services will be closed during this period. Extra help employees will not be scheduled to work during the closure period, except in emergency circumstances.
