POSITION INFORMATION

The Sonoma County Department of Health Services is seeking Sexual Assault Forensic Examiners(CST: FAMILY NURSE PRACTITIONER/PHYSICIAN'S ASSISTANT/STAFF NURSE II) to be sexual assault forensic examiners in the Special Clinical Services Unit. These positions provide on-site adult and pediatric sexual assault exams on both the Sexual Assault Response Team (SART), as well as the call list for the Redwood Children's Center (RCC); and provide expert testimony in court as a sexual assault forensic examiner. Supervision is provided by the Medical Director, Program Director, the Sexual Assault Response Team (SART) and Redwood Children's Center (RCC) Team Coordinator.

SART and RCC are collaborative teams comprised of multi-disciplinary governmental and non-governmental agencies. Member agencies represent medical and advocacy providers, victim services organizations, law enforcement agencies, The District Attorney's office and other organizations committed to delivering and enhancing services to and for victim/survivors of sexual assault. In the future, SART examiners may be trained to do domestic violence and suspect exams.

These positions require the ability to tolerate a unique combination of stressors: the incumbent performs sexual assault exams; testifies in court; must deal compassionately with people in crisis; takes night calls; and works closely with the SART Coordinator and with the District Attorney, Law Enforcement, advocacy groups, and others in a multi-agency effort to gather evidence for prosecuting court cases. The person selected will have well developed interpersonal skills and behaviors including the ability to defuse crises, strictly follow protocols, engender cooperation from colleagues, know when to seek consultation both medically and administratively, train others about the medical component of sexual assault, and consistently respect the confidentiality and dignity of those served.

The most qualified candidates will possess the following: formal sexual assault medical training; considerable experience performing sexual assault exams; some knowledge of, or experience in, acting as an expert witness; the desire and ability to work in a multi-disciplinary setting requiring strong interpersonal skills and the ability to work with "grace under pressure;" and the ability to work on call as an extra-help employee.

This recruitment is being conducted to fill EXTRA-HELP vacancies in the Department of Health Services, Public Health Special Clinical Services Unit; to establish a list of sexual assault forensic examiners who will participate on both the SART, as well as the call list for the RCC. The incumbent will work on call for law enforcement questions and may be called in to do a sexual assault exam after hours. Exams will be done at Sutter Hospital for SART and at the Redwood Children's Center for RCC, unless the victim is hospitalized in another facility and is immobile.

SALARY:
FNP/PA: $38.69- $47.02/Hour
Staff Nurse II: $35.20 - $42.79/Hour
Stand By Pay: $3.76 to $7.52/Hour (will vary with number of examiners on call)
Exam Fee: $200.00

Salary Notices: Eligibility for standby and premium pay and the amounts paid are determined by the applicable Memorandum of Understanding and are subject to change. The following provisions are in effect at the time this recruitment opened.

A licensed nursing employee who is assigned to standby shall be paid at the rate of 8% to 16% of the "I" (top) step of the salary range for Family Nurse Practitioner/Physician Assistant. The rate of standby pay shall be determined based on the total number of sexual assault examiners assigned.

When an employee in the class of FNP/PA or Staff Nurse II conducts an acute sexual assault examination during hours which the employee is not already scheduled to work, the employee shall receive $200.00 for each completed examination in lieu of any other compensation.

EXTRA-HELP EMPLOYMENT
Extra-help employees relieve or augment permanent staff. Intermittent, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most regular employee benefits such as: long-term disability insurance coverage; accrual of vacation and sick leave; participation in the County retirement program; or eligibility to take promotional examinations. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements (generally worked 13 consecutive pay periods with a minimum of 440 hours and are scheduled at least 40 hours per pay period) qualify for a 50% County contribution toward employee-only Kaiser Health Plan. Dependent coverage is also available at employee's cost.

KNOWLEDGE, SKILLS, AND ABILITIES

For a Family Nurse Practitioner & Physician's Assistant:

Working knowledge of: the methods, techniques and procedures used in family medicine; medical terminology, hospital routines, procedures, equipment and facilities.

Knowledge of: the roles of various health personnel; common medical conditions and the procedures involved in treatment and diagnosis of these conditions; the uses and affects of medicine and narcotics; various preventive and early diagnostic techniques; maternal and child health practice; Family Planning practices; basic laboratory procedures.

Ability to: take complete and accurate physical examinations; compile complete and accurate medical histories of patients; diagnose common medical conditions; competently perform all of the therapeutic, laboratory and screening procedures listed under typical duties; follow established protocols set up by physicians; consult with physicians, nurse practitioners and other members of the staff and other agencies; observe and evaluate the patient's emotional conditions; differentiate medical and surgical problems that require immediate consultation with the physician rather than a deferred consultation; determine abnormalities in laboratory test reports; provide health counseling and guidance to patients.

For a Staff Nurse II:

Working knowledge of:
the modern methods, theories, techniques and procedures used in professional nursing; all aspects of the nursing process; assessment, planning, implementation and evaluation; medical terminology, hospital routines, procedures, equipment and facilities.

Considerable knowledge of:  the use, administration and effects of medicines and narcotics.

Knowledge of:  safety and infection control procedures.

Skills in:  performing both basic and advanced nursing techniques.

Ability to:  accurately assess patient's needs and to quickly recognize and manage changes in the patient's condition; observe and report both physical and emotional symptoms and conditions of patients; function as a team leader; deal with patients and their families sympathetically and tactfully while carrying out prescribed treatment; assist patients in understanding and accepting their diagnosis, conditions and treatments; follow oral and written directions of a technical and professional nature in detail; motivate and teach patients and patients' families in assisting in their own care, treatment and health maintenance; protect the rights of patients and maintain confidentiality of all hospital and medical related matters; establish and maintain cooperative working relationships and effective communication with other hospital and medical personnel; chart legibly, concisely, accurately and informatively; maintain, interpret and evaluate nursing charts, records and reports; work during weekdays, weekends, holidays, and various shift hours; comply with common hospital rules, regulations, practices and procedures; stand and walk for long periods and work under mental and physical strain.

MINIMUM QUALIFICATIONS

For a Family Nurse Practitioner:

Education: Graduation from an approved school of Nursing and completion of a State approved Family Nurse Practitioner program which has included a clinical preceptorship.

Experience: Experience in an acute care hospital or a primary care health clinic at the above level of Staff Nurse is highly desirable.

Licenses: Possession of a valid California license as a Registered Nurse and a certificate as a Nurse Practitioner issued by the California Board of Registered Nursing.

Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

For a Physician's Assistant:

Education: Graduation from an accredited primary care Physician's Assistant program which has included a clinical preceptorship and includes training in all of the tasks listed so that proficiency can be demonstrated to the Board of Medical Quality Assurance, Division of Allied Health Professions.

Experience: Some experience in an acute care hospital or a primary care health clinic is highly desirable.

Licenses: Possession of a certificate or letter of approval to practice as a Physician's Assistant issued by the California Board of Medical Examiners, or any other license or approval which may be required by law to practice as a Physician's Assistant. Advanced cardiac life support certification issued by the American Heart Association is recommended.

Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

For a Staff Nurse II:

Education: Academic course work which directly relates to the knowledge and abilities listed. Normally, graduation from an approved school of nursing will meet these requirements.

Experience: Any combination of training and experience that will provide an opportunity to acquire the skills, knowledge and abilities listed. Normally, six months recent professional nursing experience in an acute care facility would provide this opportunity.

License: Possession of a valid California license as a Registered Nurse. Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.
