We have an exciting opportunity for those interested in learning the intricacies of Governmental Accounting with this Accountant (Entry) recruitment. This position will learn to perform professional accounting duties in the preparation of financial reports and/or statements, apply professional accounting principles to facilitate fiscal control, and apply sound professional judgment in the interpretation of Federal, State, local and general accounting policies.

The Position

The Accountant (Entry) will learn to perform professional accounting duties in the preparation of financial reports and/or statements, in the development, review and maintenance of a department’s accounting, cost, and/or other financial reporting systems that meet Federal, State and local requirements, in the collection and interpretation of financial information, and in the analysis of financial records; monitors department financial systems to identify problems, recommend changes and take corrective action to maintain integrity of the department’s accounting systems.  

 

Incumbents work under general supervision in applying professional accounting principles to facilitate fiscal control, performing financial analysis and/or establishing fiscal accounting systems within the department.  Incumbents will perform technical tasks under direction within a framework of established procedures, which require the application of accounting principles and practices.  

The eligible list generated from this recruitment will be used to fill full-time, part-time, limited term, and extra help positions throughout the County as openings occur.

 

POSITION REQUIREMENTS

Experience: No experience necessary, however some prior work experience in bookkeeping or accounting is desirable.

 

Education:  A Bachelor’s degree or higher from an accredited college or university with a major in business administration, finance, accounting or a closely related field, which must have included at least 12 semester or 18 quarter units from among the following accounting courses: Principles of Accounting, Intermediate Accounting, Advanced Accounting, Governmental Accounting, Fund Accounting, Cost Accounting, or Auditing.

 

Note:  Possession of a Certified Public Accountant Certificate may be substituted for the education requirement. 

 

Licensing, Certification and Registration Requirements: Some positions in this class will require the applicant to possess a valid California driver’s license, Class C, by the time of appointment. Employees must keep their licenses, certifications and registrations current and failure to do so may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 fixed, paid holidays per year.

Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30, and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.

Selection Process

8/05/16 – Deadline to submit application and required documents.

8/22/16 – Tentative date for Written Exam.

TBA – Tentative date for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.
