  • Obtaining coverage for workers' compensation, general liability, property, and other more specific insurance programs
  • Employee Health and Safety
  • Compliance with Americans with Disability Act Title I and II
  • Administration of the County's Injury & Illness Prevention Program Occupational Health & Safety Training
  • Prevention of workplace injuries
  • Prevention of injuries to members of the public using facilities, program and services
  • Management of claims administrators
  • Evaluating exposures for risk for County Departments
  • Provide recommendations for reducing exposure to losses and techniques for managing the risks associated with County operations

The Position

The Risk Analyst investigates, evaluates and resolves claims from property liability, medical malpractice, and fleet vehicle loss; consults with County departments to minimize risk and safety exposures; assists in administration of Injury and Illness Prevention Program (IIPP), Worker's Compensation,  and Family Medical Leave Act.  

 

The primary area of focus for this position is loss prevention and control programs for the County of Solano, to include application and compliance with both state and federal occupational health and safety standards.  As such, this Risk Analyst will be a dynamic team partner within Risk Management in the health and safety unit, and working with Risks Analysts, HR Analysts, and other County of Solano departments to eliminate, reduce and mitigate injuries and illnesses.   The Risk Analyst will work with various departments in the County and contribute ideas and strategies that will have a positive effect on the work environment. 

 

Tasks within the Risk Management include but may not be limited to: 

  • Developing and evaluating safety and health goals and standards, assisting in the    promotion of an overall safety awareness culture.
  • Inspecting worksites, equipment, vehicles and tools for compliance with safety standards, laws and practices and recommending corrective actions.
  • Providing "Level II" ergonomic assessments for employees
  • Assisting departments with root-cause analyses of accidents or injuries
  • Assisting in the planning or delivery of safety and health education programs
  • Writing and implementing policies and procedures, correspondence and memoranda
  • Collecting data and preparing reports analyzing such things as loss history and trends
  • Performing respirator fit-tests as needed
  • Assisting in the administration of the DOT Drug and Alcohol testing program
  • Investigating safety concerns, such as air quality or chemical exposures
  • Working collaboratively with peers and with other departments and organizations

This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.  

 

This position is anticipated to be allocated in the Fiscal Year 16/17 budget, with an effective date of July 1, 2016.

 

POSITION REQUIREMENTS  

 

Experience:  Two years of experience in the field of risk management, safety, worker’s compensation or insurance is required.  

 

Education/Training: A Bachelors Degree is required from an accredited college or university, preferably in business administration, risk management, industrial hygiene or safety; human resources management or public administration.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.

 

The County observes 12 fixed, paid holidays per year.  

 

Vacation is accrued at approximately 15 days per year for the first three years.

 

Sick leave accrues at approximately 12 days per year.

 

Effective July 1 of each year, 80 hours of administrative leave is granted.

  

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment.
