Introduction

The mission of the County Administrator’s Office is to manage and coordinate all county government operations and other public policy program activities as required by federal, state and local law, and as directed by the Board of Supervisors in order to provide innovative, effective and fiscally responsible services to the people of Solano County.

The Office of the County Administrator:
• Represents the Board in the County’s intergovernmental relations and performs general administrative duties.
• Reviews and monitors County structure, programs, services and budgets, and makes recommendations for reorganizations, funding and positions necessary to conduct Departmental functions.
• Plans, monitors and oversees County operations assuring that Board policies are carried out in an efficient, cost-effective and service oriented manner.

The Position

There is currently one vacancy that can be filled at the senior or principal-level, depending on the qualifications of the successful candidate. 

The Management Analyst develops and implements plans, programs, and recommendations for the Board of Supervisors, County Administrative Officer, County departments, advisory committees and commissions, as well as agencies independent of the County and may supervise professional staff. The incumbent also serves as the primary representative of the County Administrator’s Office to assigned departments, Board of Supervisors, and County management team on a broad range of issues.

The incumbent will perform a full range of complex, responsible and varied analytical, budgetary, fiscal, programmatic, legislative, intergovernmental, policy, and/or other administrative analysis duties in providing highly responsible staff support within the County Administrator’s Office. The Management Analyst analyzes, prepares, and monitors the budgets for a group of major County departments.

This position will work closely with the County Administrative Officer and Assistant County Administrative Officer to handle weekly agenda review, annual county budget preparation and year-round budget administration, debt financing.  

The Ideal Candidate

The ideal candidate for this position should have a positive outlook in facing the challenges of working in a fast paced environment and the ability to welcome change in a continuously evolving organization.  Additionally, this person should have experience in the following:  

  • Participating in management, policy, and fiscal matters with significant county-level, agency-wide and intergovernmental impact in a state, county, city, or special district.
  • Managing a team, or teams, of analysts and support staff; developing, analyzing, and monitoring the agency budget and fiscal matters; conducting management and fiscal studies affecting the local government; and developing and implementing agency-wide policies and procedures.  
  • Serving as a project manager; supervising or providing work direction to subordinate project staff; developing, analyzing, and managing special, major long-term projects that have significant agency-wide and intergovernmental impact, or on special assignments involving significant intergovernmental relationships and activities.   

This position is exempt from civil service, “at will” and serves at the pleasure of the appointing authority. This position reports to the Assistant County Administrator.

                                     POSITION REQUIREMENTS FOR BOTH POSITION

Management Analyst (Senior) ($93,089-$113,151/yr DOQ)

 

Experience: Five (5) years of work experience in the public sector involving fiscal operations and analysis, budget development, financial/budget analysis, legislative analysis, operational management, and general management of various County functions; AND

Education: Bachelor’s degree is required from an accredited college or university, preferably in Business Administration, Public Administration, Economics, Political Science, or closely related field.

Management Analyst (Principal) ($113,000-$137,352/ yr DOQ) 

Experience: Five (5) years of public-sector experience that included performing administrative, analytical, budgetary, fiscal, policy and/or program work requiring analysis and interpretation of data. At least two years of experience must have been at the advanced-journey level comparable to the County’s Management Analyst (Senior) class; AND

Education:
Bachelor degree from an accredited college or university in public financial management, business/public administration, economics, policy analysis, or other fields directly related to the budget, fiscal, and management duties of this class.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

Vacation is accrued at approximately 15 days per year for the first ten years. Sick leave accrues at approximately 12 days per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave. Unused Administrative Leave at the end of the Fiscal Year is converted and paid into the RHS in early July.

The County observes 12 fixed, paid holidays per year.

Employees in this classification are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
