The County of Solano has constructed over 1,000,000 square feet of new buildings. The General Services Department provides essential support services to the County. Specifically, the Facilities Operations Division uses trades staff for building maintenance, structures, systems, components, and utilities. We are seeking a person who is experienced, energetic, organized, and innovative to fill a Facilities Operations Supervisor position. 

This position will provide experience in administrative and technical support for the maintenance and operation of County buildings. This includes effectively supervising the activities of trades/crafts personnel in the management of building maintenance and operations for; County detention, clinical, public health/forensic laboratories and administrative facilities.

In cooperation with the Facilities Operations Manager, the Facilities Operations Supervisor will identify areas of need, and establish, and carry on preventative maintenance programs. The incumbent will coordinate maintenance services to provide safe, comfortable, efficient building environments for County tenants and the public.

The Position

Under general direction, the Facilities Operations Supervisor is the first line supervisor responsible for a work unit engaged in the operations and maintenance of County owned buildings and support equipment. The Facilities Operations Supervisor plans, supervises and coordinates the activities of staff engaged in heating, air conditioning, ventilating, refrigerating, electrical, plumbing and carpentry. The incumbent serves as a member of the division’s management/supervisory team.

Some examples of duties include but are not limited to; work schedule, estimating, assignments, establishes work procedures, and developing training procedures for staff. Incumbent should understand/interpret regulations, polices analyze problems and implement operational changes; make decisions, make independent judgments; communicate effectively both verbally and in writing.

As part of the management team, the incumbent will supervise persons with diverse socioeconomic backgrounds and temperament; establish and maintain cooperation and teamwork among support staff; interview and recommend personal actions; determine and evaluate achievement and performance of subordinates and private contractors.

Examples of administrative duties include; analyze expenditure reports; prepare budgets, narrative and statistical reports; collect and analyze operational data related to preventative maintenance. Develop long and short-range plans for County preventative maintenance of buildings, structures and equipment.

The General Services Department is recruiting for a regular position.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term, or extra-help positions as vacancies occur or the need arises.

POSITION REQUIREMENTS  

Education: High school diploma or GED; AND

Experience: Three years of maintenance experience for a large multi-facility complex specifically maintaining and repairing building and/or HVAC/R systems.  

SPECIAL REQUIREMENTS

Possession of a valid Class C California driver's license may be required.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.    

Solano County participates in CalPERS retirement and contributes to Social Security.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.  

The County observes 12 fixed, paid holidays per year.    

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.

Incumbents must be able to perform basically sedentary work but may be required to perform manual labor associated with building construction and maintenance tasks which may include lifting objects weighing up to 100 pounds.  Working with a full range of body movements involving reaching, bending, grasping, climbing and working around equipment under high pressure and extreme temperature ranges.
 
Depending on assignment, candidates for some positions in this class may be required to pass a background investigation in accordance with applicable law, regulation and/or policy.
 
Depending on assignment, incumbents may be required to work outside normal business hours.
 
Incumbents may work outdoors in all types of weather conditions and may also be required to work in or around hazardous and adverse conditions.

Veterans Preference Points

To be eligible, applicants must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date. Applicants who have a service connected disability must submit  a recent award letter from the VA stating they are receiving disability benefits for service connected reasons. 

Veteran applicants for initial County employment with an honorable or general discharge under honorable conditions shall have five (5) points added to their combined score.
