Help to improve access to care and resources for the homeless in Solano County
The Department of Health and Social Services is recruiting for two new positions:
Community Services Coordinator – Community Homeless Liaison
Working in the Office of the Director of Health and Social Services, this position will work on a variety of administrative projects designed to improve the delivery of homeless services in the County of Solano. Duties will include grants administration, governance and regulatory support of key community projects to include related housing projects. This position will interface with other departments and agencies to ensure a coherent, data driven and evidence-based approach is created to the benefit of Solano County’s homeless population. This position will be responsible for ensuring Solano County helps build and maintain the appropriate administrative infrastructure necessary to position the County and partner cities for State and Federal grant opportunities, and to ensure quality improvement processes are in place and based on reliable community data and feedback. This position will work closely with Community Action Partnership Solano and other community organizations to promote rapid rehousing, employment and other rehabilitative opportunities for the homeless. Lastly, this position will be the administrative liaison for all general homeless issues on the Department’s behalf, while coordinating closely with the Mentally Ill Homeless Outreach Coordinator and Public Health homeless outreach team, among others.
Community Services Coordinator—Mentally Ill Homeless Outreach
Working in the Mental Health Services Division of the Health and Social Services Department, this position will be charged with coordination and oversight of County and allied community programs directed at serving the homeless mentally ill individual. This position will work closely with the homeless mentally ill outreach team (to include contract providers) to ensure key venues are being served with mental health outreach, assessment and linkage activities while assuring a coherent approach to the needs of the mentally ill throughout the County’s system of care. This position will work to ensure that a multi-disciplinary approach is taken to the needs of the homeless mentally ill that is evidence based and capitalizes on community resource pooling. This position will oversee the organization of and activities of the homeless mentally ill outreach team, the related activities of homeless outreach workers within the County, and others, while also being responsible to personally respond to community requests for assistance, planning and program consultation where issues of serious mental illness are concerned.
Under general direction of a higher level Manager, Administrator or Director, plans, organizes, coordinates, and oversees one or more programs that address a continuum of care including community support, social rehabilitation, health care, HUD funded/sponsored housing assistance, and/or behavioral health services for clients and their families; participates in the development, recommendation, implementation and evaluation of goals, objectives, policies and procedures related to program area; coordinates and supports local agencies in providing assistance and services; participates in or acts as a liaison with policy and planning groups; participates in contract development and monitoring, quality assurance activities, and in developing and monitoring the assigned budget. Provides staff support to higher level management. All work is performed in accordance with professional standards.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.
POSITION REQUIREMENTS:
Education: A Bachelor's degree or higher from an accredited college or university with a major in Psychology, Social Work, Public Administration, Health Services Administration, or a closely related field. A Master's degree in a related field is desirable
AND
Experience: Three years of full-time paid experience in a public sector, health, mental health, social services, housing, or community-based services related program of which one year was in a supervisory, program coordinator or lead capacity.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:
Applicants are required to possess a valid California Driver’s License, Class C. Note: The driver’s license must be kept current while employed in this class.
Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. The County contributes 75% of the Kaiser family rate for the Bay area for coverage that begins the first of the month following date of hire. The County offers a cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement, and contributes to Social Security.
Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years). Sick leave accrues at approximately 12 days per year. Additionally, the County observes 12 fixed, paid holidays per year.
