The Department of Health and Social Services has Public Health Nurse/Public Health Nurse (Entry) positions in various programs including:

  • Emergency Preparedness and Readiness (EPR)

The Position

The Public Health Nurse - Entry promotes community health maintenance through health assessment, education and counseling in the detection, prevention and control of disease. 

This class is characterized by the responsibility to work with individuals and/or families in an assigned geographic area within the County and/or in clinics operated by the department.  Incumbents of this class learn public health practices and departmental procedures while gaining needed experience to demonstrate competency at the fully qualified professional level.  Clients typically have limited knowledge of health principles, nutrition, disease process, appropriate care or available resources.  This class is distinguished from Public Health Nurse in that the latter works at the fully qualified professional or journey level. This classification is flexibly staffed to the journey level.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

 

POSITION REQUIREMENTS:

 

Experience:

Some clinical nursing experience desirable.

Education/Training:

A Bachelor’s degree is required in Nursing from a nursing school accredited by the National League for Nursing or equivalent. 

 AND

Possession of a valid Registered Nurse license issued by the California State Board of Registered Nursing.
 
Possession of or ability to obtain certification in Public Health Nursing.
 
Possession of, or ability to obtain, a valid Class C California driver’s license maybe required.

Independent travel is required.

Incumbents of this class should demonstrate necessary knowledge and abilities to be promoted to Public Health Nurse within two (2) years of appointment.

Positions allocated to this class may require specialization in target populations programs or programs.

Positions allocated to this class may require bilingual skills.

Selectees for employment must as a condition of employment sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting.

Incumbents must be able to work in an environment which may include exposure to communicable disease. 

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. Health insurance is effective the first of the month following the date of hire. The County contributes 75% of the Kaiser family rate for the Bay area. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement, and contributes to Social Security.

Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years). Sick leave accrues at approximately 12 days per year. Additionally, the County observes 12 fixed, paid holidays per year. 

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.

The bargaining agreement for this position expires on September 28, 2015.  The Union is currently in bargaining with the County for wage, hours, benefits and other working conditions for employment.

Selection Process

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date. Applicants who have a service connected disability must submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
