The County Counsel's Office serves as the civil legal advisor for the County, its Board of Supervisors, Officials, departments, and various other public entities in the County.  The County Counsel provides advice on a wide variety of legal matters and represents the County in litigation and other legal proceedings. 

The Position

The Office of County Counsel seeks a government attorney to fill a vacancy as a Deputy County Counsel I, II, III, or IV.  Deputy County Counsels provide a full range of transactional and litigation legal services to assigned departments, commissions, school districts, special districts, or other public agencies. Deputy County Counsels represent clients in proceedings before courts, boards, arbitrators, and other administrative agencies, and provide legal advice on a wide variety of legal issues related to public agencies.

The current vacancy is for a regular full-time position. This position is an "at-will" senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

POSITION REQUIREMENTS

Education:

A Juris Doctor from an accredited law school or other equivalent legal education approved by the California State Bar; AND

License:

Active membership in the California State Bar Association is required; AND

Experience:

      Deputy County Counsel I: (Salary: $5,598.85-$6,805.43 monthly) 

  • No experience required; however, applicants must demonstrate possession of and competency in requisite knowledge and abilities.

      Deputy County Counsel II: (Salary: $7,576.79-$9,209.64 monthly) 

  • A minimum of six months of experience as a Deputy County Counsel I or its equivalent. One year of experience in the general practice of law may be substituted for the 6 months of County Counsel experience.  

      Deputy County Counsel III: (Salary: $8,713.08-$10,590.81 monthly) 

  • A minimum of one year of experience as a Deputy County Counsel II or its equivalent. Four years of experience in the general practice of law may be substituted for two years of County Counsel experience.  

      Deputy County Counsel IV:(Salary:$10,023.47-$12,183.59 monthly)

  • A minimum of one year of experience as a Deputy County Counsel III or its equivalent which demonstrates possession of and competency in requisite knowledge and abilities. Five years of experience in the general practice of law may be substituted for the three years of County Counsel experience; AND

Special Requirements:

Possession of or ability to obtain a valid Class C California driver's license may be required.

BENEFITS

  • Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2015 calendar year is $1,393.18 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.
  • Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
  • Solano County participates in CalPERS retirement and contributes to Social Security.
  • Vacation is accrued at approximately 15 days per year for the first 10 years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year employees are granted 80 hours of Administrative Leave.
  • The County observes 12 fixed, paid holidays per year.
  • Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years.

  • Incumbents of the Deputy County Counsel I class should demonstrate necessary knowledge and abilities to be promoted to the Deputy County Counsel II within 24 months of appointment.
  • Independent travel may be required.
  • Positions allocated to this class are exempt from the provision of the County’s Civil Service ordinances. Incumbents are hired and retained at the pleasure of the appointing authority.
  • Incumbents may be required to work outside normal business hours.
  • Candidates for positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.
