The Assessor is responsible for identifying property and its ownership, and placing value on all taxable property within the County.  This information is compiled into the Annual Assessment Roll and is reported to the State, the County's Administrator's Office, Treasurer-Tax Collector/Clerk, Auditor-Controller, other public agencies, and to the public.     

The Recorder acts as perpetual guardian of land, birth, death and marriage records dating back to 1848.  All functions of the Recorder's office are conducted under provisions of the State Constitution, State Codes and County Codes.  Primary functional areas include the Official Records Unit, Document and Vital Records Indexing, Imaging, Vital Records and the Documentary Transfer Tax Program.

The Position

The Auditor-Appraiser (Supervising) supervises the work of the Personal Property Division of the Assessor's Office in tax audit and appraisal activities which include planning, directing, coordinating, and monitoring work flow. Additionally the incumbent conducts audits and appraisals and ensures that audits and appraisals meet standards set by the Department, State Board of Equalization, and courts of law.

POSITION REQUIREMENTS

Experience: Four (4) years of work experience in accounting, auditing, property appraisal;

AND

Education/Training: A Bachelor's degree from an accredited college or university is required with a specialization in Accounting, preferably in Accounting, Business Administration, or Public Administration;

OR

A license as an Accountant with the State of California as a Certified Public Accountant;

OR

Has passed a State or local civil service or merit system examination for accountant or auditor.

Note: A degree with a specialization in accounting consists of 18 semester units (or quarter equivalent units) in accounting and/or auditing courses.

AND

Special Requirements:

  • Possession of or ability to obtain a valid Appraiser's Certificate according to the provision of Revenue and Taxation Code Section 670 is required.
  • Possession of or ability to obtain a valid Class C California Driver's License is required.

BENEFITS

n Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2015 calendar year is $1,393.18 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.  

n Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.  

n Solano County participates in CalPERS retirement and contributes to Social Security.  

n Vacation is accrued at approximately 10 days per year for the first three years. Sick leave accrues at approximately 12 days per year.

n The County observes 12 fixed, paid holidays per year.  

n Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.    

n Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.
