Solano County welcomes applications for the position of Project Manager. We currently have openings in the Department of Health and Social Services (HSS) in multiple divisions.

The mission of Solano County Department of Health and Social Services is to promote cost-effective services, which safeguard the physical, emotional, and social well being of the people of Solano County.

The Position

The Project Manager plays an integral role in supporting the mission of the department by its management responsibility over a variety of administrative and fiscal activities. You will manage an assigned project or projects within your assigned department or division, and will participate in the implementation of goals, objectives, policies and priorities. You will assist in ensuring compliance with laws, regulations and professional standards. This class may be used for complex, sensitive programs that require the interaction with a variety of departments, outside agencies, business groups, and/or community groups.

Child Welfare Services (CWS):

The CWS Project Manager performs a critical role in supporting the mission of Child Welfare Services to protect children from abuse and neglect by strengthening their families or finding safe, permanent homes. This project manager will:

  • Collect, compile, and analyze Solano County’s performance on CWS federal and state outcomes
  • Prepare statistical reports including the division’s balanced scorecard and exception analysis and staffing numbers
  • Monitor CWS System Improvement Plan including gathering stakeholder input
  • Review new regulations and make recommendations for implementations
  • Respond to community requests for data to support grant proposals and evaluations
  • Develop grant applications and program proposals to obtain additional funding
  • Oversee and monitor CWS contracts including performance outcomes,
  • Oversee CWS Request for Proposal process
  • Create and run business objects reports to answer critical questions facing management
  • Provide data for state reporting requirements
  • Support data clean-up process as CWS prepares for migration to new system

Administration:

This position will manage assigned projects, contracts, and may supervise staff. Additional duties may include providing a variety of technical and statistical reports, providing analysis of current and pending legislation that may have an impact on Social Services programs, and other duties as assigned. POSITION REQUIREMENTS

Experience: Three (3) years of professional level, public or private sector administrative experience involving fiscal, operational, and/or legislative analysis.

Education: Bachelor’s degree is required from an accredited college or university, preferably in Business Administration, Public Administration, Economics, Political Science, or closely related field.  A Master’s degree is desirable.

SPECIAL REQUIREMENTS

Possession of, or ability to obtain, a valid California Class C Driver’s License may be required.

Independent travel may be required to various work sites and client residences.

Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation, and/or policy. 

 

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. Health insurance is effective the first of the month following the date of hire. The County contributes 75% of the Kaiser family rate for the Bay area. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. Solano County participates in CalPERS retirement, and contributes to Social Security.

Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years). Sick leave accrues at approximately 12 days per year. Additionally, the County observes 12 fixed, paid holidays per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.

Selection Process

Based on the information provided in the application documents and answers to the supplemental questions, the best qualified applicants will be invited for further examination. Veterans Preference Points

To be eligible, applicants must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date.
