The Mission of Solano County Health and Social Services Department is to promote cost-effective services, which safeguard the physical, emotional, and social well being of the people of Solano County. The Employment & Eligibility Services Division administers various federal, state, and local government programs designed to provide health insurance, food assistance, and cash assistance, for eligible low-income Solano County residents.

The Employment & Eligibility Services Division serves over 1 in 4 County residents with an annual budget of more than $60.5 million and a staff of 418 Full Time Employees located in three regional offices, a telephone service center, and a training center. Division program areas, which include CalWORKs, CalFresh, General Assistance, and Medi-Cal, require fostering engagement and coordination with State and Federal agencies, community-based organizations, other Health & Social Services divisions, the Board of Supervisors, and various County departments.

The Position

The Department of Health and Social Services, Employment and Eligibility Services Division, is recruiting for a Program Analyst. The Program Analyst manages one or more complex, specialized and multiple-interface social services systems that have a significant impact on other related public assistance benefit or employment programs and requires significant coordination and direction of employees who are administering these other programs.   An incumbent in this class may also supervise or lead a limited number of staff.

POSITION REQUIREMENTS:

Either:

Two years of full-time paid experience in a class comparable to the County of Solano class of Program Specialist, Eligibility Benefits Specialist Supervisor, Employment Resources Specialist Supervisor, and Special Programs Supervisor which included significant time in developing, analyzing and disseminating policies, procedures and directives for one or more public assistance benefit or employment programs AND a Bachelor’s Degree from an accredited college or university in social services, public administration, business administration, procurement, information technology, or a related field;

Or:

Four years of full-time paid experience in a class comparable to the County of Solano class of Program Specialist, Eligibility Benefits Specialist Supervisor, Employment Resources Specialist Supervisor, and Special Programs Supervisor which included significant time in developing, analyzing and disseminating policies, procedures and directives for one or more public assistance benefit or employment programs AND 60 semester units or 90 quarter units from an accredited college or university with major course work in social services, public administration, business administration, procurement, information technology, or a related field.

Additional Requirements/Supplemental Information:

A Driver's License, Class C is required

 

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. The County contributes 75% of the Kaiser family rate for the Bay area for coverage that begins the first of the month following date of hire. The County offers a cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

 

Solano County participates in CalPERS retirement, and contributes to Social Security.

 

Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years).

 

Sick leave accrues at approximately 12 days per year.

 

Additionally, the County observes 12 fixed, paid holidays per year.

 

Administrative leave - 80 hours each July 1st; prorated during the first fiscal year

 

The bargaining agreement for this position expires on September 28, 2015. The Union is currently in bargaining with the County for wage, hours, benefits and other working conditions for employment.

Veterans Preference Points
