The Employment & Eligibility Services Division serves over 1 in 4 County residents with an annual budget of more than $60.5 million and a staff of 418 Full Time Employees located in three regional offices, a telephone service center, and a training center. Division program areas, which include CalWORKs, CalFresh, General Assistance, and Medi-Cal, require fostering engagement and coordination with State and Federal agencies, community-based organizations, other Health & Social Services divisions, the Board of Supervisors, and various County departments.  

Division management functions also include CalWIN Help Desk, staff development, hiring and training, QA/QC, and contract administration/monitoring. A key focus is on identification and cultivation of public assistance programs that offer innovative, evidence-based and strategic solutions for the future, which requires staying attuned to the evolving nature of program regulations and funding that impact service delivery models and methods. The Division’s management strives to nurture creativity in the pursuit of other progressive service solutions through a management style of empowerment, accountability and decision making at all levels of the organization.

The Position

The successful candidate for this position must demonstrate strong leadership skills, flexibility, creativity and the ability to work effectively to foster positive and harmonious working relationships, and experience working with a diverse staff and community groups.

 

The Employment and Eligibility (E&E) Services Manager serves as a member of the department’s mid-management team. The incumbent plans, organizes, directs and supervises the operations of one or more employment and eligibility services functions/programs to include CalWORKs, CalFresh,  General Assistance, Medi-Cal, County Medical Services Program/Path2Health, and/or Division administrative functions within the Health and Social Services Department. This class is distinguished from the classification of Deputy Director of Health and Social Services in that the latter is responsible for the operational activities of an entire division within the department and supervises this class.

 

Incumbent reports to the E&E Services Deputy Director or the E&E Services Administrator. 

 

The ideal candidate will thrive in a fast paced environment, and be able to to plan, organize, and manage an Employment/Eligibility Services function according to department and funding source requirements; the incumbent will also gather and analyze information to determine new and ongoing program needs; determines program objectives and formulates procedures and protocols for program services; strong skills in supervising, training and evaluating staff is essential.

Position Requirements:

One year of supervisory experience in one or more public assistance programs in a public agency in the State of California AND a Bachelor’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.

 

OR Two years of supervisory experience in one or more public assistance programs in the County of Solano AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.

 

OR Three years of supervisory experience in one or more public assistance programs in a public agency in the State of California AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.  

 

OR Three years of management consulting experience in/with a County Social Services agency in the State of California that includes experience working with one or more Public Assistance programs AND a Master’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.

 

Special Requirements:

Possession of or ability to obtain a valid Class C California driver's license is required. Some positions in these classes may be required to work swing shift and weekends.

 

Supplemental  Information:

Independent travel is required.  

 

Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11165/11166 of the California Penal Code relating to child abuse reporting and Section 15630 relating to Adult Abuse and reporting.  

 

Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.  

 

Incumbents may be required to be able to work in an environment which may include exposure to communicable disease.

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. The County contributes 75% of the Kaiser family rate for the Bay area for coverage that begins the first of the month following date of hire. The County offers a cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement, and contributes to Social Security.

Vacation is accrued at approximately 15 days per year for the first 260 full time pay periods (approximately 10 years). Sick leave accrues at approximately 12 days per year.

 

Administrative leave - 80 hours each July 1st; prorated during the first fiscal year

 

Additionally, the County observes 12 fixed, paid holidays per year.

Veterans Preference Points
