As one of two Mental Health Services Administrators responsible for assisting the Deputy Director of Behavioral Health Services, this position is responsible for a variety of duties that include both clinical and administrative oversight, program planning, as well as human resources and other inter-departmental and community relations. The Administrator works very closely with the Deputy Director and the Compliance, Quality, and Outcomes Mental Health Services Administrator to provide collaborative leadership and Division representation to the County, in community collaborations, and with contracted service providers. 

The Position

The Mental Health Services Administrator plans, organizes and directs one or more major specialized mental health programs and assists the Deputy Director in division administration; serves as a member of the department's management team. The Administrator is responsibile for the management of one or more mental health program(s) and for assisting the Deputy Director in planning and organizing overall operations.   

POSITION REQUIREMENTS:

Education/Experience

EITHER

Master’s degree in a field directly related to the assignment and five years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision. 

OR

Bachelor’s degree in a field directly related to the assignment and seven years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision. 

LICENSING / CERTIFICATION REQUIREMENTS

One or more of the following may be required:

  • Registered Nursing License issued by the California State Board of Registered Nursing
  • Nurse Practitioner License issued by the California State Board of Registered Nursing
  • Public Health Nursing Certificate issued by the California State Board of Registered Nursing
  • Marriage and Family Therapist License issued by the California Board of Behavioral Science Examiners
  • Clinical Social Worker License issued by the California Board of Behavioral Science Examiners
  • Clinical Psychologist License issued by the California Board of Psychology
  • California Driver’s License, Class C

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. The County contributes 75% of the Kaiser family rate for the Bay area for coverage that begins the first of the month following date of hire. The County offers a cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement, and contributes to Social Security.

Vacation is accrued at approximately 15 days per year for the first ten years. Sick leave accrues at approximately 12 days per year. Additionally, the County observes 12 fixed, paid holidays per year.

Administrative Leave - 80 hours each July 1st (pro-rated during the first fiscal year)  

Longevity Pay – Candidates with prior employment in a California city, county or special district will receive an additional 2.5% of pay with 10 years of service, increasing incrementally at 15, 20, 25, 30 and 35 years of service up to a 15% maximum.
