Child support services are available to the general public through a network of 51 county and regional child support agencies. Solano County Department of Child Support Services serves approximately 17,000 families. Some of the services provided include: locating a parent; establishing paternity; establishing, modifying and enforcing court order for child support; and establishing, modifying and enforcing an order for health coverage.

The Position

The Child Support Program Manager is responsible for directing and overseeing the day-to-day program activities within the Department of Child Support Services. The incumbent manages and coordinates child support programs and activities through subordinate supervisors and supervises multiple staff including supervisory, professional, technical, and clerical child support staff. The Child Support Program Manager assists with the development, implementation and evaluation of policies and procedures and serves as a member of the department's management/supervisory team.

The Department of Child Support Services is recruiting for a regular full-time position.  The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur in the Department of Child Support Services. 

POSITION REQUIREMENTS

Education: Graduation from an accredited four-year college or university with a bachelor's degree in sociology, public administration, business administration, criminal justice, psychology, or a closely related field; AND

Experience: Four (4) years of increasingly responsible experience performing child support case management work that included at least two (2) years in a supervisory capacity with responsiblity for program planning/evaluation and client/customer service. Experience in budget administration is desireable. Additional experience performing child support case management may substitute for the above-required education on a year-for-year basis to a maximum of two (2) years.

The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.

n Solano County participates in CalPERS retirement and contributes to Social Security.  

 

n Vacation is accrued at approximately 20 days per year. Sick leave accrues at approximately 12 days per year. 

 

n Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

 

n The County observes 12 fixed, paid holidays per year. 

 

n Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.  

 

The bargaining agreement for this position expires on September 26, 2015.  The Union is currently in bargaining with the County for wage, hours, benefits and other working conditions for employment.

Special Requirements

Possession of a valid Class C or higher California driver's license is required.

Candidates for a position in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.

Supplemental Information

Independent travel may be required.

On occasion, incumbents may be required to work outside of normal business hours.

Incumbents may be required to work in an environment where there is risk of exposure to communicable disease.

Veterans Preference Points

To be eligible, applicants must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date. Applicants who have a service connected disability must submit  a recent award letter from the VA stating they are receiving disability benefits for service connected reasons. 

Veteran applicants for initial County employment with an honorable or general discharge under honorable conditions shall have five (5) points added to their combined score.
