The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions. The Position

Working in the Planning Services Division of Resource Management, the Planning Technician provides essential services to meet the department's customer service needs in processing land use applications. The position is responsible for geographic information system (GIS) work that is a vital part of daily planning activities, including updates to the General Plan diagrams, zoning maps and other maps that are integral to the planning information that is disseminated to the public.

In addition to other duties, the Planning Technician is responsible for providing the Environmental Management Department with accurate and up-to-date thematic, parcel, land use, zoning, political boundary, staff report maps and other special query maps and graphics for the interpretation and implementation of Land Use Policy and related issues. This position reads and interprets blueprints, maps, and planning regulations for assisting planning staff and/or responding to inquiries. This position also provides information to the public regarding the General Plan, zoning, application procedures and current projects at the front counter and over the phone.

The current opening is for a Limited Term position that is funded through June 30, 2016.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

 

EDUCATION & EXPERIENCE REQUIREMENTS

 

Education: An Associate's Degree is required from an accredited college, preferably in GIS, planning, geography or a related field.

 

Experience: One (1) year of experience in planning and GIS or any combination of experience that demonstrates possession of and competency in requisite knowledge, skills, and abilities

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employee which includes a cafeteria-style medical package with health benefits, offered through CalPERS. Medical insurance is effective the first of the month following date of hire.  The County contribution for family coverage for the 2014 calendar year is $1,448.30 per month. If the medical plan costs are less than $1,448.30 per month, employees will receive the difference as taxable earnings to a maximum of $334.58. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.  

Solano County participates in CalPERS retirement and contributes to Social Security.  

Vacation is accrued at approximately 10 days per year for the first 78 full-time pay periods (approximately 3 years). Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, and 30 years.

Please provide a brief description of your training and experience in the following areas:

A.  Using maps for interpretation and implementation of land use policy and related issues, including thematic, parcel, land use, zoning, political boundary, staff report maps, and other special query maps and graphics.

B.  Producing, maintaining and updating/editing non-digital and GIS spatial maps and related databases.  Please include your training or experience in the following:

  • Developing and maintaining a departmental GIS system using ArcView
  • Creating new GIS themes from existing digital and non-digital data from outside sources
  • Compiling, revising and reproducing base and thematic maps for use by staff, the public and other agencies
  • Maintaining the map collection and paper assessor’s map books

C.  Preparing maps and graphics for planning presentations, public hearings, staff reports and historical map archives.

D.  Reading and interpreting site and building plans, maps, and planning regulations to assist planning staff and/or responding to inquiries.

E.  Providing information to the public regarding the General Plan, zoning, application procedures, and current projects at a front counter and/or over the telephone.

F.  Processing planning applications and reviewing business licenses and building permits for compliance with planning regulations.

Veterans Preference Points

To be eligible, applicants must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date.
