This Bureau is responsible for conducting investigations of alleged fraud in various public assistance programs, detecting fraud in those programs, and conducting verification inquiries in an effort to prevent fraud before it occurs. The Bureau is also responsible for collecting criminal and administrative overpayments, as well as court-ordered restitution stemming from criminal convictions for welfare fraud. One Unit within the Bureau performs quality control reviews of active cases to ensure accuracy in benefit amounts granted, while another Unit conducts administrative (appeals) hearings as requested by clients of applicable programs.    

 

The Position

Under direction, conducts investigations of cases involving possible welfare fraud; prepares cases substantiated for administrative and/or formal legal action; performs related duties as required.

POSITION REQUIREMENTS:

Experience and or Education: Any combination of education, training and experience which demonstrates possession of and competency in requisite knowledge and abilities.  Typical qualifying education and experience would be:

Two years of full-time law enforcement experience working primarily in criminal investigations in a government agency or two years of experience equivalent to Welfare Fraud Investigator I in Solano County is required.  Thirty (30) semester units from an accredited college or university in criminal justice, police science, administration of justice, criminology or other closely related field may be substituted for six months of the required experience.  

Possession of or ability to obtain a valid Class C California driver's license is required.  

Independent travel will be required.   Positions allocated to this class may require bilingual skills.  

Positions allocated to this class are required to pass a physical examination.  

Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting.   Candidates for Welfare Fraud Investigator II will be required to pass a background investigation and psychological evaluation in accordance with applicable law, regulation and/or policy.   Incumbents in this class must meet training requirements in accordance with Penal Code, Section 832 which includes the successful completion of a P.O.S.T. approved firearms training program  prior to appointment.    In addition, continuing on-the-job weapons familiarization and qualification and situational training and demonstrated proficiency in the use of firearms is required.   

SUPPLEMENTAL INFORMATION:  Incumbent must complete a California Commission on Peace Officer Standards and Training (POST) approved Specialized Investigator Basic Course (SIBC) or Regular Basic Course (RBC) within twelve months of appointment.  Possession of a Specialized Investigator Basic Course or Regular Basic Course completion certificate; Basic Course Waiver (BCW); or possession of a POST Basic, Intermediate, or Advanced Certificate (Regular or Specialized) fulfills this requirement.  All training must be in compliance with the POST “three-year rule”.

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS. The County contributes 75% of the Kaiser family rate for the Bay area for coverage that begins the first of the month following date of hire. The County offers a cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage. Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement, and contributes to Social Security. Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years). Sick leave accrues at approximately 12 days per year. Additionally, the County observes 12 fixed, paid holidays per year.

Selection Process

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A copy of the DD214, showing discharge type, must be received in the Human Resources Department by the final filing date.
