 The Assessor is responsible for identifying property and its ownership, and placing value on all taxable property within th County.  This information is compiled into the Annual Assessment Roll and is reported to the State, the County's Administrator's Office, Treasurer-Tax Collector/Clerk, Auditor-Controller, other public agencies, and to the public. 

The Recorder acts as perpetual guardian of land, birth, death and marriage records dating back to 1848.  All functions of the Recorder's office are conducted under provisions of the State Constitution, State Codes and County Codes.  Primary functional areas include the Official Records Unit, Document and Vital Records Indexing, Imaging, Vital Records and the Documentary Transfer Tax Program.

The Position

The Solano County Assessor/Recorder's Office is seeking for candidates wno are knowledgeable of auditing and appraisal theories and techniques to assess valuations of property.

This is the full journey level of the Auditor‑Appraiser series characterized by the responsibility to perform full, accurate and complete audits and assessments of personal property for tax purposes. Incumbents conduct audit‑appraisals of personal property for private citizens and in commercial, industrial and agricultural businesses. This class is distinguished from that of Supervising Auditor‑Appraiser by the latter's responsibility to plan, organize and supervise the work of the Personal Property Division of the Assessor's Office.

The current vacancy is a full-time, regular position.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.  

BENEFITS

Solano County offers a comprehensive benefit package to full and part-time employees which includes a cafeteria-style medical package with health benefits offered through CalPERS.  The County contributes 75% of the Kaiser family rate for the Bay Area coverage that begins the first of the month following date of hire.  The County offers cash back provision for those who choose employee-only medical coverage or those who waive medical insurance coverage.  Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.  

Solano County participates in CalPERS retirement and contributes to Social Security.   Vacation is accrued at approximately 10 days per year for the first 78 full time pay periods (approximately 3 years).  Sick leave accrues at approximately 12 days per year.  Additionally, the County observes 12 fixed, paid holidays per year.

Education and Experience

Experience:  

Two (2) years work experience in accounting, auditing, property appraisal.  

Education/Training:  

A Bachelor’s degree from an accredited college or university is required, preferably in Accounting or Business or Public Administration with a specialization in Accounting, OR is licensed as an Accountant with the State of California as a Certified Public Accountant, OR has passed a State or local civil service or merit system examination for accountant or auditor, OR holds the office of Assessor.

Supplemental Information

Independent travel is required.

Incumbents are required to file an annual Conflict of Interest Statement in accordance with the provisions of the Political Reform Act of 1974.

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE, MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.  Disability must be rated at least 10% to be eligible for disabled veteran's points.
